HSI Mandate
  • DoD Instruction 5000.2 requires an acquisition
    program manager to initiate a Human Systems
    Integration program in order to
  • optimize total system performance,
  • minimize total ownership costs, and
  • ensure that the system is built to accommodate
    the characteristics of the user population that
    will operate, maintain, and support the system

Ultimately, HSI is the responsibility of the
Program Manager

Goals of HSI
  • Ensure that systems, equipment, and facilities
  • incorporate effective human-system interfaces
  • achieve the required levels of human performance
  • make economical demands upon personnel resources,
    skills, and training
  • minimize life-cycle costs and
  • manage risk of loss or injury to personnel,
    equipment, or environment

What is HSI?
  • A management strategy to ensure that
    human-related concerns are properly considered in
    an acquisition program.
  • A technical strategy to ensure that human
    performance issues are addressed early and
    effectively in an acquisition program.

NAVY HSI
  • Objective To place humans (functioning as
    individuals, crews/teams, units and
    organizations) on equal footing with design
    elements such as hardware and software. HSI
    focuses on integrating human considerations into
    the system acquisition process to enhance system
    design and warfighting capabilities, reduce life
    cycle ownership costs, and optimize total system
    performance.
  • The following Actionable Tenets must be met for
    SEAPRINT compliance
  • Initiate HSI early
  • Identify Issues Plan Analysis
  • Document/Crosswalk HSI Requirements
  • Make HSI a Factor in Source Selection
  • Execute Integrated Technical Process
  • Conduct Proactive Trade-Offs
  • Conduct HSI Milestone Assessments

  • The SEB is established as an intra-Navy
    cross-corporate board. The SEB shall ensure HSI
    requirements and efforts are effectively
    integrated and centrally managed within the Navy
    to reduce duplication of effort and focus HSI
    efforts across Navy.
