    dynamic, stochastic and partially cooperative
    environment, achieved through
  • (a) dynamic reconfiguration of the capacity of
    some of the physical elements of NATS to better
    serve demand requirements
  • (b) dynamic spatial and temporal reconfiguration
    of demand to best match available capacity
  • (c) pricing structures and collaborative
    arrangements between service providers and users.

    benchmarks to assess current and future
    performance of the ATM system
