LER/Direct Implementation in post-Crisis
situations Lessons Learned
  • Dialogue identifying synergies, detecting
    constraints and limiting potential conflicts
  • Multi-Dimensional different socio-economic
    characteristics took into consideration
  • Facilitation of an Integrated ILO/UN response
avoiding duplication of efforts and building on
    comparative advantages
  • Preparing Local stakeholders for longer-term LED
    strategies
  • Strategic time for dialogue

The transition from LER to LED in South Lebanon
  • Rapid intervention
  • Forum to Institutionalized Associations/LED
    Strategies

Lessons Learned
  • Community engagement requires significant time
and energy, but this can pay huge dividends. When
the ILO gains the trust of partners and community
stakeholders, it can increase its impact on job
    creation and development.
  • Close collaboration with formal and informal
community leaders ensures transparency in the
    distribution of benefits and encourages
accountability among the community for its own
    development.
