The Bundeswehr advancing steadily into the 21st
Century
  • The reorientation of the Bundeswehr is one of
the major reforms envisaged by the federal
    government.

The Bundeswehr Advancing Steadily into the 21st
Century - Cornerstones of a Fundamental Renewal
(approved by german government and Bundestag in
06/00)
  • What ?
  • Germany's armed forces must being prepared for
full deployment and readily available for the
    likeliest missions
  • reduction of personnel (360.000)
  • reorganisation
  • the equipment held by the Bundeswehr will be
    fully modernised
  • establishment of the Acquisition and Operation
    Company (GEBB).
  • Why ?
  • Germanys geo-strategic situation improved
considerably after the removal of the East-West
    antagonism
  • national defense, alliance defense and crisis
    prevention including crisis management
  • Combined and joint operations
  • More Flexibility in procurement and operation.

4
Establishment of an IT director
Top priority strategic deployability
spaceborne reconnaissance capability
Second priority will go to fielding
high-performance, compatible communication and
command and control facilities, these being
pacemakers for interoperability and a basic
requirement for establishing a joint and combined
system network.
  • The different controlling systems applied in the
various organisational areas will be merged into
one unified general controlling system. A
strategic controlling element will be established
to immediately support and advise the minister.
The post of an IT director will be established
within the executive group. the responsibilities
for the procurement and operation of IT software
and hardware, which have hitherto often been
split up between the users and the suppliers,
will be merged and placed in his charge.

IT director CIO IT staff 6 branches with 53
pers. established 1st august 2000
5
Principles of IT
  • IT must be optimised for the likeliest missions
  • joint solutions have priority before
    TSK-particular solutions
  • future requirements are joint and combined
  • responsibilities must be more centralized
  • IT-projects must be fit into a joint architecture
    (operational and technical)
  • using COTS solutions has priority over fulfilling
    requirements sharply
  • incremental evolutionary develepment is a must
  • first increments must be fielded in less than 2
    years
  • realisation and operation by industrial methods

6
Bw-IT-Standards new procurement philosophy
  • new procurement philosophy - CGM
  • no influence at the market
  • market share of solutions
  • competition - efficiency (development,
    procurement, training, operation, ...)
  • interoperability
  • meet FMoD-specific requirements

Notes/Domino more than ...(3)
solution framework today and in the near future
15
Notes/Domino more than ...(4)
  • Notes/Domino-infrastructure is designed and
operated by an all services overlapping concept
  • central gateways to SMTP, X.400, TT, Fax
  • central applications in the responsibility of an
    central operating group
  • local applications in the responsibility of
    services or agencies

16
Common mailsysten (1)
at more than 45.000 desktops near to unified
messaging
17
Common mailsystem (2)
  • IT-standard for FMoD / Bundeswehr
  • gt 45.000 personal users today
  • gt 4.000 organizational users today
  • gt 600 locations today
  • platform for scheduling, wfm, groupware
  • PKI up to sensitive but unclassified

Notes/Domino is a central part of the
IT-infrastructure of the Bundeswehr !
18
IntraNet Bw
  • for all services (joint)
  • at home and abroad (SFOR, KFOR, ...)
  • prototype with gt 40.000 users
  • Domino-based-Web-Servers
  • Infomanagement via you_at_web

you_at_web - Domino based content management
system by Conet Consulting
19
National DMS (1)
  • joint MMHS - NuKomBw2000
  • 60.000 user, 450 locations

Licensing
  • general license
  • 105.000 users
  • option 15.000 users
  • all updates up to 2003
  • second level support)
  • strategic partnership
  • benefits for Bundeswehr
  • saving of licensing costs
  • improvement of standardisation
  • reduction of admin. costs

22
Summary the way ahead challanges
  • ERP-integration (SAP R/3)
  • IT-sec in Notes/Domino
  • high grade security ?!
  • NSA controlled IT-sec (WRF, ...) ? Bundeswehr
doesnt use Notes/Domino for handling of secure
    data without additional IT-sec measures,
Bundeswehr cant accept NSA control about secure
    data, question of national souvereignty.
  • Military extensions (NATO STANAGS)

23
Summary lessons learned
  • Best of the market !
  • Joint for all services
  • Central part of the IT-infrastructure of the
    Bundeswehr (Mail, Web, PKI, ...)
  • Strategic partnership
