plans, and programs
- The Pakistan national Conservation Strategy
(1992) recommended 14 core programme areas for
priority implementation, including supporting
Institutions for common Resources. - The mid-term Development Framework, 2005-2010
(September 29, 2004) identifies the need to
launch and integrate environment in formal as
well as informal education sector, to designate
an institution as a National Centre of
Excellence in Environmental Education and build
its capacity to enable it to serve as a premiere
environmental-education training institute. The
Framework also proposes the establishment of a
National Institution of Biodiversity and
Ecosystem Sciences.

9Project rationale and objectives
- Development of national policy, plans and
programmes not only regarding environmental
planning, pollution and ecology, but also of
housing, physical planning and human settlements
including urban water supply, sewerage and
drainage. - Ministry is best positioned to deal with both
brown (primarily involving pollution control
and impact assessment) and green (biodiversity
protection, forests, etc.) problems. - Ministry and other environmental stakeholders of
Pakistan need to further develop their capacity
to repair and sustainably maintain ecosystems. - One purpose of this project is to enhance the
capability of these stakeholders for both the
policy development and management of these green
and brown problems and the repair and maintenance
of ecosystems.

10Project rationale and objectives
- To accomplish this, the government is proposing
to establish a National Ecological Engineering
and Ecosystem Restoration Institution that will
provide scientific support and training to the
Ministry of Environment and other stakeholders
involved in the broad area of ecosystem
assessment and management in Pakistan. The
proposed Institution will provide Ministry of
Environment and other agencies responsible for
maintaining and managing ecological systems with - Scientific information that can be used to
improve ecosystem management strategies and to
provide education - Human resource base for activities on ecosystem
management and restoration, and - Training designed to enhance various agencies,
particularly the Ministry of Environment,
capability for ecosystem management and public
understanding of the relationships between people
and the ecosystems they use.
11Expected Outcomes
- The project expects to produce the following
outcomes - A steady pool of human resource, which could be
tapped directly by stakeholders, particularly the
MoE, for the purpose of ecosystem management and
ecological restoration in Pakistan. - The sustained strengthening of existing capacity
within the MoE, other government institutions and
other relevant stakeholders, on issues related to
ecosystem management and ecological restoration.

12Expected Outcomes
- The collaboration development, design and
management of projects on ecosystem management
and ecological restoration, between the staff and
students of the institute and the Moe. - Through research foundation for experimental
management efforts that the MoE and other
agencies might wish to pursue.
13Planned activities to achieve outcomes
- The proposed Institute will undertake the
following - Education- to create a fill national degree
programme on ecological engineering and ecosystem
restoration. - Capacity Development- to develop existing
national capacities, particularly the MoE, on
issues related to ecosystem management and
restoration. - Research- to analyze issues and develop projects
and programmes for the MoE on state of the art
issues pertaining to ecosystem management and
ecological restoration.

- Ministry of Environment
- The Ministry of Environment (MoE) represents the
Government of Pakistan in environmental matters - Interacts with other ministries, provinces, and
donor agencies (through the Economic Affairs
Division of the Ministry of Finance) - Formulates and national laws on the environment
and coordinates with the provincial governments. - The MoE also deals with and conducts agreements
with other countries and international
organizations.

- It formulates national policies and plans
regarding environmental planning, pollution and
ecology housing, physical and human settlements
and urban water supply, sewerage and drainage. - The MoE works on economic planning and
policy-making forestry and wildlife and it has
administrative control of the National Council
for the Conservation of Wildlife in Pakistan, the
Pakistan Forest Institution, the Zoological
Survey of Pakistan, and the National Energy
Conservation Center (ENERCON)
