History
  • Historical documents exist how breeds were
protected and saved in the past
  • Livestock breeding act in Slovenia (adopted in
    1868) 140 year ago

3
The national policy and legislative framework
STOP FAnGR losses!
Agricultural Act (adopted in 2000) Article
30 Subsidies for sustainable agriculture are
designed to support the agriculture land on a
proper way to improve the land fertility,
bettering drinking water, landscape and
biodiversity  to assure biodiversity in
agriculture.
4
Adoption of multi-year programme (Jun, 2001)
(before Livestock breeding Act)
  • ACTIVITIES IN MULTI-YEAR PROGRAMME 2001-2008
  • National priorities for the conservation and
    utilization of FAnGR
  • Monitoring and assessment
  • Characterization
  • Genotyping
  • Subsides for autochthonous breeds
  • Annual report to the Ministry of Agriculture

5
Livestock breeding act ( in June 2002)
  • Standing rules on Conservation of farm animal
genetic resources is one of the implementing
regulations of the Livestock breeding act and was
prepared and accepted in 2002, at the time when
Slovenia has adapted to the EU legalisation in
    the field of animal husbandry.
  • LIVESTOCK BREEDING ACT
    (chapter 6)
  • CONSERVATION OF GENETIC VARIABILITY AND GENETIC
    RESERVES OF FARM ANIMALS

6
Livestock breeding act , Chapter 6
  • The articles concerning to biodiversity
  • Article 66 Conservation of genetic variability
  • Article 67 Biotic diversity in animal husbandry
  • Article 68 Indigenous breeds
  • Article 69 Monitoring and analysing of biotic
    diversity in animal husbandry
  • Article 70 Special protection of the indigenous
    breed of Apis Mellifera Carnica

Rules on conservation of farm animal genetic
resources (Aug. 2004)
  • II. BIODIVERSITY OF FARM ANIMAL GENETIC RESOURCES
  • Article 3
  • (Significance of farm animal genetic resources)
  • Biodiversity of farm animal genetic resources is
essential for food production of animal origin,
for conservation of landscape diversity, as a
source of income to farmers, and an important
part of natural and cultural heritage.

8
Rules on conservation of farm animal genetic
resources (Aug. 2004)
  • Article 4
  • (Register of breeds
  • with a zootechnical assessment)
  • (1) Ministry shall provide for regular and
constant monitoring of biodiversity for farm
animals. Register shall be kept and filled out
every year in the month of December. Register
shall be managed by an Organisation appointed as
    a public-service gene-bank for animal husbandry

9
Rules on conservation of farm animal genetic
resources (Aug. 2004)
  • Article 5
  • (Degree of breed endangerment)
  • (1) Established on the data in the Register, the
Organisation shall assess once a year the degree
of breed endargement for each breed. The number
    of herdbook-registered purebred females shall
serve as a basis for assessment of breeds,
according to the Table in the Appendix 2 which
shall be a component of the Rules.

10
Rules on conservation of farm animal genetic
resources (Aug. 2004)
  • Article 7 (Programme for conservation of farm
    animal genetic resources)
  • Article 8 (Continuous breeding measures for
    conservation of farm animals biodiversity)
  • Article 9 (Information system and farm animals
    biodiversity)
  • Article 10 (Cooperation in international farm
    animal genetic resources databases)
  • Article 11 (Education and training in the field
of conservation of farm animal genetic
    resources)
  • Article 12 (Raising public awareness and early
warning on the state and significance of
conservation of farm animal genetic resources)
  • Article 13 (International cooperation in the
field of farm animal genetic resources)

11
The national policy and legislative framework
  • Slovenia is in process to adapt
  • Adoption of Multi-year Programme of Work
    (2010-2017)
  • Program of action for AnGR
  • MyPOW included all GPA and SPA
  • The MyPOW will be approved by Government
  • The MyPOW will be operate and lead by the Public
    service

12
Institutional arrangement for country-based early
warning and response systems - see also
sub-headers
  • Public service for AnGR
  • Rules for the Public service for AnGR was
adopted in October 2008 by the Government

ZOOTECHNICAL ASSESMENT FOR THE BREED GROUPS IN
SLOVENIA - 2008(Source Register of breeds with
a zootechnical assessment)
14
A risk status classification system for animal
genetic resources
RS(10-A-B-C) A1, 2, 3 (depends on Ne ) B1, 2,
3 (depends on number of farms) B1, 2, 3 (depends
on territory distribution of farms)
DEGREE OF BREED ENDARGEMENT (NUMBER OF
PURE-BREED BREEDING FEMALES IN HERD BOOK)
15
Data and information management
  • REGISTER BY BREEDS,
  • NATIONAL DATA BASE BY SPECIES,
  • EFABIS,
  • DAD-IS.

16
Priority setting for breed conservation
  • In situ
  • Ex situ depository of tissue
  • Actions (public relation )
  • Production system research
  • Livestock geography
  • Local products

17
Establish breed reconstruction teams and prepare
breed reconstruction plans
Team for each species declared? Article 22
(Regulation on conservation) (Reconstruction of a
breed or line) (1) If foreign genetic material
has been for any reason introduced into an
endangered population and if animals that show
characteristics of the original breed still exist
an initial group of animals shall be selected and
multiplied further. The animals with the
characteristics of the old breed shall be
selected from the multiplied population, and the
animals with the characteristics of the
introduced foreign breed excluded. In small
populations the selection shall be conducted
mainly with males, by special attention to
prevent inbreeding. (2) Programme shall include
mating plan and recovery of a breed. (3) In a
planned refreshing with the help of other related
breeds the procedures shall be carried out as
specified in the previous paragraphs. As soon as
the population sufficiently is multiplied the
frequency of genes from the original population
will be increased by planned matting.
