LAW ON THE MoI
  • With the amendments to the Law on the Ministry
    of Interior (promulg. Official Gazette No 88 of 9
    November 2010) the Chief Directorate Fire Safety
    and Rescue and the Chief Directorate Civil
    Protection were integrated in a new structure
    Chief Directorate Fire Safety and Civil
    Protection.
  • According to the art. 52 g of the Law on the MoI
    the tasks of the integrated CD FSCP are
  • (1) The Chief Directorate Fire Safety and Civil
    Protection is a national specialized structure of
    the MoI for ensuring fire safety, rescue and
    protection in case of disasters under the terms
    and provisions of this Law and the Disaster
    Protection Law .

  • Prevention and control fire distinguishing and
    state antifire control, rescue activities
  • Authorization and control activities of traders
    operating in fire safety in premises and / or
    operation of facilities and equipment related to
    fire safety
  • Authorization and control activity of products
    for fire extinguishinh in regards to their
    effectiveness
  • Emergency rescue and recovery activities,
    operational protection in case of floods and
    search and rescue operations
  • CBRN protection in case of incidents and
    accidents with dangerous substances and materials
    and mitigation of ecological incidents

  • Early warning and announcement in case of
    disasters and aerial danger of the executive
    authorities and the population
  • Protection of the population in case of wartime
    or emergency situation in compliance with the
    Geneva Conventions
  • Assistance in the activities of the Interagency
    Commission for recovery and relief to the Council
    of Ministers
  • Methodical and expert support for disaster
    protection to the territorial executive
    authorities
  • Operational cooperation with the EU and NATO
    structures and other international organizations
    in the field of fire safety and protection of the
    population, humanitarian aid and civil-military
    emergency planning.

FIREFIGHTING ACTIVITY INCLUDES

STATE FIRE CONTROL
  • fire safety regulation and norms observing
    control in designing, building, reconstruction,
    modernization and exploitation of objects in
    urbanized, agricultural, forest, protected areas
    and disturbance areas for recovery, buildings and
    technological facilities and installations
  •  control of extinguishing products, relating to
    their effectiveness, availability of permission
    and observing rules of its issuing.
  • participation in the State acceptation
    commissions for allowing building use

STATE FIRE CONTROL
  • Control for the compliance of the implemented
    in the construction sites products with the legal
    fire safety requirements
  • Coordination of projects and giving of
    positions for constructions bringing into
    exploitation
  • Issue of certificates and implementation of
    certification control for the compliance of the
    objects with the fire safety requirements
  • Control for observing of the regulations of the
    issued permissions of tradesmen and the
    activities implemented by them.

PREVENTION
  • Information, awareness and training of the
    population on the fire prevention, the needed
    behavior in case of fires, disasters and
    emergency situations and on the implementation of
    the necessary protective measures
  • Participation in the development of the plans
    relating to the disaster protection
  • Assisting the Minister of Interior in carrying
    out the categorization of the territory of the
    country depending on the risks of disasters
  • Maintenance of collective and individual means of
    protection committed to the CD FSCP

EMERGENCY MANAGEMENT
  • With the Disaster Protection Law and the Law on
    the MoI 2006 an Integrated Rescue System was
    established and the following issues were
    regulated
  • Establishment of IRS
  • Participation of the population, institutions
    and private sector
  • Declaring of Emergency situation, support and
    recovery
  • Functions of the executive power and main
    functions, tasks and duties of the employees of
    MoI fire safety services and protection of the
    population teams
  • Recovery and relief activities
  • DPL defines the CD FSCP as a main structure of
    the Integrated Rescue System in case of major
    disasters (Art. 22).

NOCIC
In the National operative communication and
information center (NOCIC) of CD FSCP-MoI
information from ministries, agencies, regional
administrations and units of CD FSCP is collected
regarding
  • Disasters and emergencies within and outside the
    territory of the state (earthquakes, floods,
    stormy winds and of the natural and man-made).
  • Potential hazards for various disasters
    (monitoring).
  • Status of risky and potentially dangerous
    facilities on the territory of the state.
  • Level of radiation (for the state and NPP
    Kozloduy).
  • Status of dams on the territory of the state.
  • Water level and status of Danube river.
  • Status and level of contamination of the
    environment.
  • Meteorological situation and forecasts.
  • Status of the road system and infrastructure in
    case of disaster.

NATIONAL SYSTEM FOR EARLY WARNING AND ALERT
NATIONAL SYSTEMS
REGULATION FOR EARLY WARNING AND ALERT IN CASE OF
DISASTERS In force since 07.04.2009. Approved by
Decree of the Council of Ministers ?70 from
27.03.2009.

executive power bodies and the components of the
Integrated Rescue System
  • 2. System for early warning and alert of the
    population.

System for early warning and alert of the
executive power bodies and the components of the
Integrated Rescue System
Designed for individual warning and alert. It
works through data bases, composed by previously
defined alert groups. Capacity of the system is
up to 28 000 officials. For every person up to 4
phone numbers can be input.
The system requires confirmation from the person
through input of Personal Identification Number
(PIN) for registration of the alert.

The units for early warning and alarming of the
executive bodies and the parts of the Integrated
rescue system on national level are as
follows 1. President, chairman of the
parliament, prime minister 2. Coordination staff
to the Minister of Interior 3. Ministries, State
and executive Agencies and Commissions, At

The alarming system is a centralized network,
open type with allocated resources, which allows
parallel processing of information. It structure
allows it to develop in horizontal and vertical
levels of management and integration of existing
authority's, regionals and municipalitys
subsystems.

RAMO
RAMO is a system which uses a sound and light to
alarm when the radiation levels exceed the
norms. Another possible use of the system is for
time status.

RODOS is a system for taking of integrated
decisions and estimation on the base of modeling
and prognosis of nuclear and chemical incidents.

The Common Emergency Communication and
Information System is developed as a part of
PROCIV-NET Project
CECIS
The basic aim of the system is to ensure
reciprocity between the national bodies and to
facilitate the coordination in case of request
and acceptance of assistance in emergencies,
technological or manmade, in the frames of the
Community Civil Protection Mechanism

protection of European critical infrastructure,

AEROSPACE MONITORING CENTER (AMC)
The situation center maintains constant contact
with the Aerospace monitoring center , as the
information for the disasters, weather forecasts
and etc. is sent to all regional structures of CD
FSCP, regional governors, mayors, energy
delivering plants, and all bodies of local and
executive authorities responsible for the rescue
and recovery activities.
AMC is a point of contact for applying of the
Project for Global monitoring of the environment
and security of EC in the part of Response in
emergencies.

CD FSCP has 3 registered modules (Medium urban
search and rescue MUSAR, Module for search and
rescue in contaminated area SAR in CBRN and
Ground forest fires fighting module (GFFF), to
the European Commission, for urgent operations
outside the territory of the state, the EU and in
third countries.
