  • EIP started 12 years ago as a Pilot Program
  • Funded at 450,000 in 1997 (1st full year)
  • Expanded following Quality Child Care
    Protection Act of 2000
  • Growth in funding to 9 million in 2008

  • Awarded 67.9 million in early childhood
    scholarships
  • Issued scholarships for over 115,000 courses,
    trainings, conferences, and credentials
  • Assisted over 40,000 providers across New York
    State

Eligibility Criteria for EIP
  • To be eligible for EIP, all applicants must
  • Work in a child care facility regulated by NYS
    OCFS or New York City Department of Health (NYC
    DCCs only)
  • Be direct care staff (e.g. providers, asst.
    teachers, group leaders)
  • or
  • Supervisory staff (e.g. directors, site
    supervisors)

  • To be eligible for EIP, applicants must
  • Provide all required documentation with each
    application
  • Complete, signed application/agreement
  • License/Registration or paystub from last 8 weeks
  • Most recent federal tax return
  • Submit complete application before deadline

  • Only 2008 returns accepted after April 15, 2009

  • Allows EIP to offer limited scholarships to as
    many providers as possible
  • Puts more focus on training/education aligned
    with QUALITYstarsNY (i.e. college, credentials)
    while continuing to support regulatory compliance
