Smooth policy implementation demands specific
qualities

• In 1980s, the Ministry put policy implementation
  at arms length because
• Smooth execution of a programme requires specific
  qualities (financial, marketing, automation,
  technology know how etc)
• Keep selection of proposals away from direct
  political influence
• The present form is an Agency
• Outside the Ministry, but under the Ministers
  responsibility
• We are free to set up own administrative
  procedures, financial system, personnel
  management etc
• Policy makers contract out work to us (including
  tough negotiations!)
• Policy makers value our involvement by feeding
  back practical information, reporting on results
  etc.

• we execute programmes of various ministries,
  mainly Economic Affairs and Environment
• we are experts in innovation, energy,
  environment and sustainability
• we reach out to 20,000 companies, institutes,
