    (NCP) in Taiwan is for youth education.

    invested huge amount of manpower and money in NCP
    since the year 2001.

  • 1. Ministry of Education in Taiwan launched NCP
    in the year of 2001.

? In 2002, NT 1,400,000,000 dollars (US
44,728,434 dollars) was spent on establishing 66
study groups.
? In 2003, NT 1,200,000,000 dollars (US
38,338,658 dollars) was spent on establishing 45
communities.
? In 2004, NT 670,000,000 dollars (US
22,364,217 dollars) was spent on subsidizing
communities.

After three years of running NCP, the
effects of this project should be examined and
analyzed to identify its performance and
effectiveness. This research proposed six key
questions to be examined.

  • There are ten different programs for curriculum
    improvement being implemented in the 45
    communities. These ten programs are as follows.

students math and/or English abilities.

(4)Curriculum integration within relative
fields or departments.

  • There are nine different programs for
    students guidance implemented in the communities.
    These nine programs are as follows.

(1)Establishing the inter-schools cooperative
guidance mechanism for students.
(2)Establishing the cooperative guidance
mechanism with the institutions in the community.
(3)Establishing the assessment mechanism and
learning system for the gifted and handicapped
students.
(4)Implementing the cooperative teaching
evaluation, instructional research and
developing.
  • (5)Cooperatively providing workshops, seminars,
    contests, and visiting activities for students.

  • There are four different programs for
    enhancing the interaction between schools and
    communities. These four programs are as follows.

  • 4. How many students of the drop-outs, the
    withdrawals and the transferred youths in 2003
    and 2004 respectively?
  • The number of students was on the
    increase from 2003 to 2004. The increased number
    showed that more students were out of school and
    jobless, indicating that the educational function
    decreased and the social problems might increase
    in the future.

  • 5. How many graduated students of senior high
    school and vocational high school had neither
    enrolled in further education nor had any jobs in
    2003 and 2004?
  • The number of students had decreased by
    9,473 from 2003 to 2004. The ratio of difference
    from 2003 to 2004 was -21.59.

  • 6. How many the 10th grade students of the
    community residents had the advanced study in
    their own communities in 2003 and 2004
    respectively?
  • About 56.74 of the students in 10th
    grade of the community residents had received the
    advanced study in their own communities, and
    63.76 of the 10th grade students in 2004. The
    ratio of difference from 2003 to 2004 has
    increased 7.02.

Further Suggestions
1.This study suggests that the Ministry of
Education spend more money on this NCP to
establish effective infrastructures in these
distant areas, and discount the financial support
in the city areas that had been established
effective infrastructures and good learning
environments during last four years.

2.This study suggests NCP should be extended to
all residents in the communities, and should
cooperate with the local industries within their
communities.
