10Site Waste Management Plans
- Legislation is set out in the Clean
Neighbourhoods and Environment Act - Backed up by increased powers and fines for
fly-tipping - Considered good practice on larger sites
- Likely to become standard requirement
-
11Site Waste Management Plans
- Nigel Griffiths MP, Parliamentary Under
Secretary for Construction Small Business - The sector tells me that 20 of materials on
site can be saved. For instance in aggregates the
potential savings of a 50 take-up of SWMPs by
the top 2,000 contractors are excess of 100
million. - http//www.dti.gov.uk/construction/sustain/site_wa

12What is a waste?
- For these purposes waste is defined as
- Any substance or object that you discard, intend
to discard, or are required to discard is waste
and as such is subject to a number of regulatory
requirements. -
- Even if material is sent for recycling or
undergoes treatment in-house, it can still be
waste. The term 'discard' has a special
meaning. - Whether or not a particular material is waste is
for the person producing it to decide in
accordance with the law.
13Site Waste Management Plans
- Nine steps to produce a SWMP
- 1 Identify who is responsible
- 2 Identify the types and quantities of waste
that will be produced - 3 Identify waste management options on and
off-site - 4 Identify waste management sites and
contractors - 5 Carry out any necessary training of in-house
and sub-contract staff - 6 Plan for efficient materials and waste
handling - 7 Measure how much waste and what types of
waste are produced - 8 Monitor the implementation of the SWMP
- 9 Review how the SWMP worked at the end of the
project -
14DEFRA to take sector approach to business waste
- Letsrecycle.com (15/02/06) Construction waste
- For construction and demolition companies, Defra
identifies two main policy instruments to support
change on waste management. Firstly, Site Waste
Management Plans, which could become a legal
requirement after a consultation to be carried
out shortly, would require building projects to
have firm plans on the recycling of waste and
would also act to cut down on fly-tipping. - Secondly, the government's Code for Sustainable
Homes, expected to be launched by April 2006, is
to introduce new building standards including
requirements on the procurement of recycled
materials.

- Mix of public and private sector
- Private Residential
- Public School

18Common Issues
- Standard Form of Sub-Contract - places onus on
main contractor to clear waste - Attitude time-served trades v box-bashing
- Education how to communicate the message
- Waste contractors traditional pricing policy
19Site Issues
- Space lack of space to site more than one skip
- Management driven from the top
- Time short-term projects
- Specifiers environmentally-minded but maybe not
waste-minded - Materials not always ordered with
waste/cut-offs in mind
20Moving Forward
- Left-overs what do we do?
- Waste Exchange will it work?
- Awareness how do we get the message across?
- Next Steps what can you do?
