Site Waste Management Plans
  • Legislation is set out in the Clean
    Neighbourhoods and Environment Act
  • Backed up by increased powers and fines for
    fly-tipping
  • Considered good practice on larger sites
  • Likely to become standard requirement

11
Site Waste Management Plans
  • Nigel Griffiths MP, Parliamentary Under
    Secretary for Construction Small Business
  • The sector tells me that 20 of materials on
site can be saved. For instance in aggregates the
potential savings of a 50 take-up of SWMPs by
the top 2,000 contractors are excess of 100
    million.

What is a waste?
  • For these purposes waste is defined as
  • Any substance or object that you discard, intend
to discard, or are required to discard is waste
and as such is subject to a number of regulatory
    requirements.
  • Even if material is sent for recycling or
undergoes treatment in-house, it can still be
waste. The term 'discard' has a special
    meaning.
  • Whether or not a particular material is waste is
for the person producing it to decide in
    accordance with the law.

13
Site Waste Management Plans
  • Nine steps to produce a SWMP
  • 1 Identify who is responsible
  • 2 Identify the types and quantities of waste
    that will be produced
  • 3 Identify waste management options on and
    off-site
  • 4 Identify waste management sites and
    contractors
  • 5 Carry out any necessary training of in-house
    and sub-contract staff
  • 6 Plan for efficient materials and waste
    handling
  • 7 Measure how much waste and what types of
    waste are produced
  • 8 Monitor the implementation of the SWMP
  • 9 Review how the SWMP worked at the end of the
    project

DEFRA to take sector approach to business waste
  • Letsrecycle.com (15/02/06) Construction waste
  • For construction and demolition companies, Defra
identifies two main policy instruments to support
change on waste management. Firstly, Site Waste
Management Plans, which could become a legal
requirement after a consultation to be carried
out shortly, would require building projects to
have firm plans on the recycling of waste and
would also act to cut down on fly-tipping.
  • Secondly, the government's Code for Sustainable
Homes, expected to be launched by April 2006, is
to introduce new building standards including
requirements on the procurement of recycled
    materials.

Smart Waste Roveron-site support
  • Funded by SEEDA
  • Pilot programme in partnership with SECBE

    minimise waste and maximise recycling
  • Aim to save businesses money and embed knowledge
  • Using the BRE Smart Start evaluation programme
  • Targeting 40 companies so far 20

17
Background
  • 8 sites visited in Kent during this month
  • Mix of public and private sector
  • Private Residential
  • Public School
  • MOD Barracks
  • Social Housing

18
Common Issues
  • Standard Form of Sub-Contract - places onus on
    main contractor to clear waste
  • Attitude time-served trades v box-bashing
  • Education how to communicate the message
  • Waste contractors traditional pricing policy

19
Site Issues
  • Space lack of space to site more than one skip
  • Management driven from the top
  • Time short-term projects
  • Specifiers environmentally-minded but maybe not
    waste-minded
  • Materials not always ordered with
    waste/cut-offs in mind

20
Moving Forward
  • Left-overs what do we do?
  • Waste Exchange will it work?
  • Awareness how do we get the message across?
  • Next Steps what can you do?

21
Other local support for SMEs
  • Waste Exchange - http//www.egeneration.co.uk/kent
    /
  • The Kent Exchange is a free service which aims to
promote the reuse and recycling of what is
    traditionally considered "waste".
  • Tool for advertising businesses excess resources
or resource requirements. Businesses can either
place materials that they no longer need or can
search for materials that they require.
  • Recycling Directory is an ideal tool for finding
businesses that can recycle or reprocess
materials that your business no longer needs.

22
Other local support for SMEs
  • Kent Green Buyers Club
  • Aims to encourage businesses and public sector
organisations to purchase goods made from
    recycled materials.

region, introducing purchasing managers to new
recycled product areas and assisting them in
    developing new product/service specifications.
  • Contact us for more information or support.

23
Key Performance Indicators
  • We would like your views on these waste reduction
    KPIs
  • Recycled content by value ( by project)
  • Tonnes sent to landfill (total)
  • Tonnes diverted from landfill (total/by material)
  • Tonnes sent for salvage/reclamation (re-use)
  • Packaging waste recycled
  • Material productivity ( total materials used per
    project as waste)
  • Site Waste Management Plans ( of sites)
  • Overall carbon saving (to be developed)

24
Next steps
  • We would like your views on these possible
    services
