  • Financial perspectives of EU
  • Mid-term revision foreseen (2009-10)
  • Budget markedly increased (40) / FP.6
  • FP.6 18 Billion for 4 years (4.5 / year)
  • FP.7 50.521 Billion for 7 years (7.2 /
    year)
  • FP.7 covers 4 major objectives of EU research
policy, each of which supported by its own

11
Novelty or continuity vs. FP.6 ?
  • Continuity
  • Activity 2 Food, health well-being
  • continuity of FP6 TP.5" (...consumers,
    nutrition, health...)
  • Novelty (or back to the origins..?..)
  • Activity 1 Sustainable production... biological
    resources...
  • Activity 3 ...biotechnology for sustainable
    non-food products...
  • "topics" funded in part in FP4/FP5 BIOTECH, FAIR,
    QoL, (non-food biomass, sustainable agricult,
    cell factory...)
  • in FP6, scattered efforts, not sufficent critical
    mass (activities under "materials", "energy",
    "environment"), no synergies...
  • European Technology Platforms (ETP)
  • to coordinate european research
  • in key technological sectors.

New!...
12
European Technology Platforms...back to a
sectorial approach of research...
  • Objective strengthen public/private partnership
    (PPP)
  • research organisations, industries SMEs,
    financial institutions, end-users, policy
    makers...
  • Actions create industry-driven european
    technology platforms gathering the relevant
    stakeholders for key-technologies,
  • develop a long-term common vision of the field
  • build a strategic research programme
  • implement this programme (private public funds
    FP7, other EU...)
  • Process in 3 phases "encouraged" by EC
  • phase 1 "Vision Paper" (VP) (10-20-30 year),
    industry leadership
  • phase 2 "Strategic Research Agenda" (SRA)
  • phase 3 "Implementation Action Plan" (IAP)

Joint Technology Initiatives (JTI - Art.171)
Hydrogen and Fuel Cells for a Sustainable
Energy Future
Global monitoring for Environment Security
Aeronautics Air Transport
Towards new Nanoelectronics Approaches
Innovative Medicines for the Citizens of Europe
Embedded systems
...but none so far in the KBBE sector
Other themes could be identified in the future,
16
FP7 "Funding schemes" (formerly FP6
"Instruments"...)
  • To support actions implemented on the basis of
  • 1. Calls for proposals ...in theme 2...
  • Collaborative projects (Large (3-6 M) Small (lt
    3 M) CPs)
  • Networks of Excellence (NoEs 3-6 M)
  • Coordination support actions (CSAs, lt 1 M)
  • ERA-Net, ERA-Net plus...
  • ...but also... (outside theme 2)
  • Individual projects (ERC)
  • Fellowships (Marie Curie)
  • Research projects for third parties (e.g.
    SMEs...)
  • 2. Decisions by Council and European Parliament
  • Art. 169
  • Joint Technology Initiatives (JTI - Art.171)
  • Development of new infrastructures of European
    interest

The "KBBE" workprogramme a documentprepared by
Programme Committee published yearly by EC
  • The 3 "Activities", divided in "Areas"
  • A list of "Topics" open for the current "Call for
    proposals"
  • For each topic
  • number and title,
  • description (short),
  • "funding scheme" (project size),
  • expected impact
  • A list of indicative priorities/topics for future
    calls
  • Implementation date of call publication,
    deadline(s), requirements for participation,

How to improve the success rate ?
  • Do not stay alone - do not "cultivate" secrecy -
    get help
  • Look for synergies - in your country the rest
    of Europe
  • Take the "Leadership" - whenever possible
  • Co-ordination of the project, or of a
    work-package...
  • Strong presence in the management group, in
  • Remember
  • Your project shall answer as comprehensively as
possible to the description of the topic written
    in the Workprogramme.
  • Be "reader-friendly" proposal written in a
clear and legible fashion (avoid jargon,
    evaluators are not specialists)
  • Read the Guidelines for appicants for
evaluators - Give them what they want !!!
  • http//cordis.europa.eu/fp7/

25
What else can we do now ?(research organization,
agro-industry, government...)
  • Contribute to future workprogrammes (New
    topics...)
  • Collaborate with Programme Committee mirror
    groups in each country (Delegates
    stakeholders...)
  • Participate in ETP working groups
    (Implementation...)
  • Apply for nomination to ad-hoc committees (EURAB,
    Euragri, SCAR, AESA...)
  • Volunteer to be an evaluator (EC experts
    database) https//cordis.europa.eu/emmfp7/
