  expensive to maintain, typically, requiring
  multiple review by separate legal advisors for
  each organisation
• active context for such arrangements is usually
  seen as
• Staff training and a cultural change towards
  holding information securely and sharing
  appropriately
• The availability of tools for communication with
  effective guidance for their use
• Specific methods for handling wishes of service
  users in terms of information sharing as part of
  the guidance
• A controls assurance framework for
  confidentiality, integrity and availability of
  information with active audit of compliance
  Trusted partner concept
• What are the likely use of the legal document?
  How would it be viewed in a Court?
• should another approach be considered?
