Conclusions and recommendations
  • Directive 2006/32/EC tasks for next 10 years for
    EU member States. For solving these tasks is
    necessary to
  • create innovative managing methods, as well to
    activate the existing methods
  • develop market of the energy efficiency service
  • stimulate participants of market to sell and to
    buy the energy efficiency service
  • create enterprises providing the energy supply
    and energy efficiency services (ESCO)
  • develop the competition between ESCOs in the
    service market
  • stimulate the third-part finance managing
    methods
  • optimized the third-part agreement (divided
    profit, joint venture, etcetera.)
  • develop energy audit and computerization of
    energy audit methods
  • create standards and norms for improving the
    quality of energy efficiency
  • create enterprises of energy efficiency quality
    service (additionally efficiency in renovated
    building and faster investment pay-back)
  • develop stimulation to create voluntary energy
    manager status in the house managing system
    (choice from house dwellers), they education and
    certification
  • develop and stimulating energy efficiency
    networks for improving energy efficiency in
    industry
