- Directive 2006/32/EC tasks for next 10 years for
EU member States. For solving these tasks is
necessary to - create innovative managing methods, as well to
activate the existing methods - develop market of the energy efficiency service
- stimulate participants of market to sell and to
buy the energy efficiency service - create enterprises providing the energy supply
and energy efficiency services (ESCO) - develop the competition between ESCOs in the
service market - stimulate the third-part finance managing
methods - optimized the third-part agreement (divided
profit, joint venture, etcetera.) - develop energy audit and computerization of
energy audit methods - create standards and norms for improving the
quality of energy efficiency - create enterprises of energy efficiency quality
service (additionally efficiency in renovated
building and faster investment pay-back) - develop stimulation to create voluntary energy
manager status in the house managing system

certification - develop and stimulating energy efficiency
