- The NI Forum for Health and Social Care Research
will be established to advise both the R D
Office and the Strategy Group, and to support the
R D Office on operational issues. The Forum
will give an effective voice to the wider R D
community and provide a meaningful
advisory/consultative mechanism.

- The membership of the Forum will be drawn from a
broad constituency to ensure full scientific,
professional, sectoral and geographical
representation. The intention is to secure an
inclusive membership, providing a wide range of
expertise including members with an interest in
related activity outside the R D remit, such as
audit and health and social care effectiveness.
The Forum is constituted to ensure that the views
of the various members of the HPSS, the users of
the HPSS, and the wider Northern Ireland research
community are fully represented.

- The Northern Ireland Forum for Health and Social
Care Research will provide the R D Office with
a substantive panel of experts. The Forum in
either plenary or ad hoc group format, will
advise on the development of subsidiary elements
of the R D Strategy such as the operation of
the RRGs or education and training. Ad hoc
groups drawn from the Forum will assist the peer
review process which will be used to avoid
potential conflicts of interest in any evaluation
or selection process. The membership of the ad
hoc groups will be augmented by participants from
outside Northern Ireland.

- The concept of a single active advisory Forum, as
opposed to six committees drawn from individual
sectors or professions, provides an integrated
approach that complements the HPSS R D Strategy
and engages the entire research community. The
breadth of the Forum and the different modes of
operation bring flexibility and allow proper
tailoring for expert peer review. The Forum also
allows the R D Office to access and utilise the
R D expertise available within Northern Ireland.

Terms of Reference (2000)

HPSS - R D Strategy
- To provide, in either plenary or ad hoc working

- Meeting Schedule
- The Forum will meet in full plenary session at
least once a year normally in the autumn.
The Chairman of the Strategy Group will be
invited to attend its meetings. - Ad hoc groups will be convened according to
need by the R D office from time to time.
These will be convened in conjunction with the
Chair and/or Vice Chairs of the Forum. In
utilising the substantial panel of experts,
represented by the Forum, the R D Office will
seek to avoid potential conflicts of interest.
