900 for Flexi Cease, and to give CP's the

- This information is compiled with the view to
helping CPs assess the impact of R900 Flexi Cease
on their systems even if they are not upgrading
their XML - It does not cover changes to business rules or
commercial/product information - This information is based only on the incomplete
solution designs for R900 Flexi Cease that are
currently available. - Further functional and technical upgrade
documentation will be provided prior to R900
release to meet with the agreed industry
milestones - This information is provided in good faith and
whilst every effort is made to ensure the
information is correct at the time of compilation

6Background To Flexi Cease
- Flexi Cease is about leaving jumpers in when an
end user ceases a service - It means Openreach does not need to visit the
exchange to remove jumpers - If a new end user takes over the service with the
same CP, Openreach does not need to visit the
exchange so long as the CP re-uses the Left In
Jumpers (LIJs) - This saving to Openreach has already been passed
on to CPs in the form of reduced cease charges - Where a CP forces a change in its jumpers,
Openreach will now charge for this work.

Flexible Cease
- Scope MPF and SMPF
- As long as CP is on Release 800 for Dialogue
Services it can avoid the new jumper recovery
charges that may be incurred during MPF and SMPF
fulfilment. - There are 3 improvements
- Enhanced MLC (Manage Line Characteristics)
Dialogue Service Returns tie pair details if
circuit is LIJ (Left In Jumper) for MPF as well
as SMPF - Allows CP to check if it already has LIJs
- MLC DS is available via B2B, the portal and the
web services gateway. - Classification Partial CP only needs to be on
R800, since all the schema changes were delivered
then and there are no new response codes.
161003 Enhanced Dialogue Services to Support
Flexible Cease
- Tie Pair Checker Dialogue Service
- Returns Tie Pair Status (Spare, Not Spare,
Faulty, Left In Jumper (Y/N)) for MPF as well as
SMPF - This will enable CP to check if possible a tie
pair is spare for use in an order where there are
no LIJs - Tie Pair Checker DS is available via B2B, the
portal and the web services gateway. - Classification Partial CP only needs to be on
R800, since all the schema changes were delivered
then and there are no new response codes.

Flexible Cease
- Enhanced Tie Pair Utilisation Report
- Returns LIJ (Left in Jumper) status (Y/N) for MPF
as well as SMPF - This information is included whatever version of
schemas CP is on. - Report data may be up to a week old
- Report is only available for download via the
portal. - Note A change is being looked at to allow CP to
specify exchange it wants report for, but
currently CP gets all its tie pair data in one,
potentially very large, report. - Classification Full Whatever schema version
CP is on, report will include LIJ status.

201003 Flexi Cease Dependencies
- Completion of SMPF Tactical Asset Conversion
- Tempo 542 was delivered in R800 and is currently
due to complete conversion of SMPF assets in time
for R900. -
211003 Flexi Cease Provisioning
- Scope MPF and SMPF Add and Amend Orders
- Before a CP places a new MPF or SMPF order, it
should use the MLC and TPC Dialogue Services to
identify latest Left In Jumper (LIJ) status to
avoid needless jumper removal charges. If not it
may receive new warning messages, which, if not
acted upon, will result in jumper recovery
charges being applied. - If the CP forces the removal of their own LIJ
ties at target and/or donor, a new warning will
be sent in KCI1, to notify of the extra charge. - For SIM provide CP will only be charged for
donor LIJ recovery with notification at KCI1.5 - If the CP progress an order where it is forcing
the removal of its own LIJ Ties, then the CP will
be charged extra. - If charges are invoked, the CP will get tie
details as part of bill. - Classification Full Response Codes will be
sent regardless of which release the CP is on.

- Where LIJ ties at target CP can only cancel order
and resubmit with correct target LIJ tie pair or
pay LIJ removal charges. (Tie Pair Amendment not
allowed where tie pair specified in order is
spare or LIJ in another circuit) - Where CP specified tie pair in order that is LIJ
in another circuit and it has no LIJ at target,
again it can only cancel order and resubmit with
a spare tie pair or pay LIJ removal charges.

- But as a Minimum Suggest.
- Use Release 800 versions of MLC and TPS dialogue
services prior to placing any provide order
(Portal will automatically show latest versions
of dialogue services) - Just in case, at least make sure your systems can
cope with unrecognised response codes. - Amend your systems to recognise new codes 1884,

251003 Flexi Cease Jumper Recovery
- Scope MPF and SMPF Left in Jumper (LIJ)
processing - Description
- There will times when either Openreach or the
CP needs to recover Left In Jumpers due to
operational issues or equipment renewal /
upgrade. - MPF and SMPF Jumper Recovery orders can be
raised by Openreach or the owning CP. - Receipt of KCI3 for a jumper recovery order
implies the tie pair(s) is (are) now spare. - Classification Upgrade - New XML and Response
Codes
261003 Flexi Cease Jumper Recovery
- Openreach initiated Jumper Recovery (Unforced)
- Openreach will recover jumpers with a status of
LIJ when the Main Distribution Frame (MDF) or
Handover Distribution Frame (HDF) is under stress
- The CP will not be charged
- CP will receive KCIs advising it of progress, if
it has upgraded to at least R900 - Openreach raised jumper recovery orders can be
recognised by Managed Provide in OrderSubType
in the KCI XML for Left in Jumper Recovery - CP will not be able to Cancel or Amend Openreach
raised Jumper Recovery orders - If CP believes there is a live service on the
jumper, it will need to contact the SMC directly.
271003 Flexi Cease Jumper Recovery
- Forced Jumper Recovery
- There will be times Openreach is forced to
recover jumpers - CP forces recovery of its own target jumpers on a
new provide - SMPF CP induced narrowband fault on flexi ceased
SMPF circuit still supporting a narrowband
service - CP provision forces jumper recovery of another
CPs jumpers at target. - In all these cases Openreach will send affected
CP jumper recovery KCIs so CP can keep its
inventory up to date - Other than case 3 above, KCI will also have a new
warning response code notifying CP of additional
charges.

- CP initiated Jumper Recovery
- CP can raise Jumper Recovery Orders for its own
LIJs once it has upgraded to R900 - CP will receive KCIs advising it of progress

371003 Flexi Cease Related One Off Fault Charges
Scope SMPF charges for fault investigation into
a loss of narrowband service and resulting jumper
recovery resulting Where an SMPF LLU circuit has
Left In Jumpers (LIJs) and the owning CPs
equipment is removed, changed or develops a
condition that results in a loss of narrowband
service to an end user, an Openreach engineer
will investigate the matter and remove the LLU
CPs jumpers if necessary. In this instance
charges will be raised against the LLU CP for the
investigation by Openreach and the recovery of
the CPs jumpers. The jumper recovery charges
will also show details of the tie pair on the
bill. Investigation charges will show details of
the service on the bill. Classification Full
CP will be charged whatever release they are on.
It is planned to switch charging on at the same
time the Flexi Cease Fulfilment functionality is
switched on. CP will only receive unsolicited
KCIs for the jumper recovery if it is on at least
R900 though.
