Dr. Roy Blackburn is the Fellow of the American
Board of Physical Medicine and Rehabilitation,
November 1995, and the Designated Doctor for
Texas Workman Comp Commission. He remained linked
to this post from March 1996 till August 2003.

Dr. Roy Manell Blackburn has provided his
services as the Medical Director of St. Michael
Rehabilitation Hospital, Texarkana, Texas which
is a 72-bed hospital, was instrumental in
developing that programs outpatient programs
with CORF certification. Also, he continued
quality improvement for that organization
inpatient programs with both CARF and JCAHO.

Roy Blackburn has worked as Medical Director of
North Monroe Rehabilitation Hospital, drastically
decreased mortality rates, raised FIM (Functional
Independent Measure) scores above national and
regional averages, and significantly augmented
customer satisfaction.

Dr. Roy Blackburn suggested changes that helped
standardize medical criteria for admission for
Specialty Rehabilitation (part of Horizon Health)
on a national scale. Likewise, he was the Medical
Director for the Skilled Nursing Facility in that
hospital.
