ESTABLISHING GUIDANCE
  • NISPOM 5-103a.- All persons who enter or exit
    the facility shall be subject to an inspection of
    their personal effects EXCEPT under the
    circumstances where the possibility of access to
    classified material is remote.
  • DCID 6/9 - 2.7   Entry/Exit Inspections
  • The CSA shall prescribe procedures for inspecting
    persons, their property, and vehicles at the
    entry or exit points of SCIFs, or at other
    designated points of entry to the building,
    facility, or compound.

Your Company POLICY
  • All persons, packages, containers, and vehicles
    are subject to inspection at all times while on
    these premises. Your entry onto the premises
    constitutes consent for such inspections.
  • Any person entering or leaving the facility is
    subject to inspection
  • This includes employees, visitor, customers,
    vendors, or maintenance personnel.

PURPOSE OF PACKAGE INSPECTIONS
  • .to deter the unauthorized removal of
    classified material, and the introduction of
    prohibited items or contraband.

PROHIBITED ITEMS WITHIN Your Company Space
FACILITES
  • .without prior approval from Security
  • Cameras of any type including Video
  • Portable Electronic Devices
  • Alcohol
  • Firearms, ammunition, explosives, incendiaries,
    knives (more than 3.5 inches)
  • Transmitters (personal or company cell phones are
    permitted in non-sensitive areas)
  • Reproduction equipment
  • Contraband
  • Narcotics and other controlled substances
    (without a prescription)
  • Post the Prohibited Items Poster

CONTROL OF RESTRICTED EQUIPMENT
  • A visitor or employee is informed whether or not
    an item is allowed on company premises during
    processing at a facility reception point.
  • Maintain a log of approved controlled items
  • IF the item is THEN visitor or employee must
  • Allowed register the item and is
    informed of limitations and controls
    applicable to the item while on company
    facility
  • Not allowed remove and store item outside
    the facility

IMPLEMENTATION OF THE INSPECTIONS
  • Document how you will conduct reviews at your
    facility, whether they will be random or
    continuous
  • If random specify frequency
  • DATE OF INSPECTION CRITERIA
  • 05/24/1991 Every 3rd person
  • 07/21/1991 Every 5th person
  • 09/22/1991 Every person
  • Post Signage at all entry control points
    (Personal effects are subject to inspection upon
    entering or leaving the premises. )
  • Train personnel conducting inspections
  • Provide form to document inspections

CONDUTING THE INSPECTION
  • Have a copy of your company policy available for
    review by the person
  • Items of a very personal nature are exempt
    (wallets, change purses, clothing, cosmetics
    case)
  • Request that individuals open the items being
    inspected
  • Allow individual to remove any internal materials
    so a thorough inspection can be made of contents.
  • Allow individual to demonstrate contents.
  • Security Officer is not to physically remove
    anything from individuals package(s)

CONDUTING THE INSPECTION
  • Have you seen the information about the Package
    Inspection Program? You have been selected today
    to participate in our inspection program. For
    record keeping purposes, we need to gather some
    information from you.
  • Complete the documentation form
  • Offer to move the inspection for privacy
  • DCID 6/9/NISPOM 5-103 (whichever applies)
    authorizes security to conduct package
    inspections.
  • Ask Do you have any classified material to
    declare?
  • Request the subject open the package
  • Request the subject remove all items in order to
    enable a thorough inspection of the materials
  • Close package, Thank the subject
  • (Thank you for cooperating with our program
    today!)

ISSUES DURING THE INSPECTION
  • Refusal by an individual to undergo an inspection
    will be handled by the security manager Refusal
    is a violation of federal regulations, and your
    Manager will be contacted if we cannot resolve
    this.
  • Contact Senior Management if necessary
  • All unauthorized classified material will be
    retrieved and a receipt will be furnished to the
    individual
  • Any individuals attempting to bring in prohibited
    items should be politely asked to remove it from
    the facility. Refusal should be brought to the
    attention of the Sr. Security Manager or Senior
    Manager immediately.
  • Do not attempt to confiscate the prohibited item.

ISSUES DURING THE INSPECTION
  • Individuals attempting to leave prior to being
    inspected.
  • Do not actively pursue the subject
  • Write comments on Package Inspection Form (if
    known)
  • Persons name
  • Organization
  • If the person returns, select the person for
    inspection
  • Contact Senior Management for further action
