  and reports, peer-reviewed articles, edited
  volumes and peer-reviewed journals
• Uses existing university structure Research
  units and departments are editorial and
  administrative gatekeepers
• High adoption rate 145 UC units/depts on 9
  campuses and the Office of the President, nearly
  3,000 papers
• Very high usage rate 500,000 full-text
  downloads to date 14,000 per week in March 2004
