  • 1. ICT for innovative SMEs Support to
    international Community of Practice of innovative
    SMEs (CoIP).
  • Background
  • Under the FP6 RUSMECO project, a sustainable
    pioneer Community of Practice (CoP) for Russian
    innovative SMEs was established in Zelenograd
    (Moscow).
  • The CoP establishment was preceded by research
    which revealed problems and needs of Russian
    innovative SMEs and identified effective
    solutions to these problems.
  • ICT for knowledge sharing and networking the
    RUSMECO CoP had a web-portal, conducted regular
    f2f meetings with peer experts in order to share
    innovative practices and ideas.

  • The CoP in Zelenograd is now operating, it is
    funded from local resources.
  • New project idea to create CoIP - enabling

  • CoIP members Russian and EU researchers,
    practitioners, entrepreneurs, academics, local
    business support infrastructure, sponsors.

    funding sources.
  • Prospects CoIP will facilitate building
    international consortia for future RD projects

  • Project goal establish an international facility
    for monitoring the condition of cultural heritage
    objects.
  • Project idea use an innovative cost-effective
    technique of identification of the type and
    degree of monument biodestruction for the
    monitoring of monument biodeterioration in
    different environments (urban, natural, wet or
    cold climate, etc.)
  • Potential applications research, restoration and
    conservation activities, museums, libraries
    (including digital libraries), universities.

  • The International Monitoring Facility will
    benefit from combining traditional and innovative
    monitoring tools used by partners in different
    countries.
  • The proposed innovative technique is based on
    computerized digital image analysis of monuments
    affected by environment.
  • It was developed jointly with biologists and
    mathematicians of Saint-Petersburg State
    University. The mathematic algorithms and
    technology components were tested on historical
    monuments of Saint-Petersburg.

  • The proposed innovative technique allows
    monitoring monument condition by means of a
    regular digital photography of monuments followed
    by a computer-aided analysis of the colour
    images.
  • The output electronic atlas or database of
    monument condition changes is produced as a
    result of processing digital image series, using
    a special computer-aided system.
  • This approach significantly reduces monitoring
    costs. It facilitates and speeds up creation of
    electronic atlases and databases of cultural
    heritage objects.
