Rule for setting up of Central Election
Commission (CEC)
In accordance with acting legislation 7
candidates are nominated by the President and
elected by the Parliament.
In accordance with the proposed suggestion 6
candidates will be nominated by the President and
elected by the Parliament
7 candidates will be assigned by the parties
National Movement
Laborists
Conservators
Republicans
Industrialists
New Rights
Freedom

• As members of CEC can be assigned the persons,
• which do not have the certificate of CEC
  administrations servant.

Rule for setting up of Precinct Election
Commission
In accordance with acting legislation 3 members
were assigned by the district election
commission
2 members were assigned by the National Movement
2 members were assigned by Laborists
2 members were assigned by Industrialists-New
Rights.
In accordance with the proposed suggestion 6
members will be assigned by the District Election
Commission
7 members will be assigned by the parties

Rule for setting up of District Election
Commission
Competences will be transferred to Central
Election Commission and to Pricincts. There
is retained only administrative leading
mechanism. Ex. District will not be allowed
to cancel the result of Pricinct.

Decision making mechanism in the Central
Election Commission
The decisions of the Central Election Commission,
which will be made by 2/3

• Canceling of Pricinct

• Removal from registration

• Admission establishment.

Rule for majority election system has been
changed. Regional proportional lists have been
introduced, that is a guarantee that the region
with small constituency will be guaranteed to
have their representative in the Parliament.
For example Svaneti 9 900 votes
Racha 19 900 votes Guria 56 000 votes
All 85 800 votes
In 2006 the barrier in condition of 7 - 108 220
votes The barrier in condition of 5 - 77 300
votes.

• The mentioned change will be possible only as a
  result
• of changing of the Constitution of Georgia.

The acting Code does not provide free of charge
on-air broadcasting time for the Presidential
candidates.
In accordance with the new changes all the
candidates, nominated by the parties, which
receive funding from state budget (Laborists,
Conservators, Republicans, Industrialists, New
Rights, Freedom) will be provided with free of
Charges on-air broadcasting time to the same
extent as the Candidate, nominated by National
Movement.
