    Transportation (DOT) ESF-1
  • Defense Logistics Agency (DLA)
  • Organic- Contract drivers-In house using FEMA
    owned and/or leased trailers

  • A E-Tasker is submitted thru the Logistics
    Response Center (LRC)
  • Request is validated
  • Commodity is located
  • Request is sent to one of the 4 avenues
  • General Service Administration (GSA)
  • Request sent to FEMA Transportation
  • located at Mount Weather VA.
  • Transportation Service order is created (TS0)
  • Request is forwarded to GSA
  • GSA sources the request to commercial venders
  • GSA awards the move and assigns a Bill of
    Landing number
  • Mount Weather trans unit issues a Bill of Lading
  • Defense Logistics Agency (DLA)
  • Use for the purchase of Meals ready to eat (MRE)
  • Cost of MRE includes transportation to
    Destination
  • (FEMA-Logistics Center-Federal Operations Staging
  • Area-Mob Center)

  • Carriers will be required to use Qualcom
  • Carriers will not be required to have panic
    button or remote panic button installed on truck
  • DLA may keep trailers for long periods of time.
    Payment for detention charges will be listed in
    carriers tender

    destination
  • FEMA will attach GPS tracking device to each
    trailer at destination
  • Detention will be billed to the DDC when incurred
    at destination
