2The Aim of Feed Assurance
- Effective Feed Assurance is proactive
- Seeking out hazards
- Removing or controlling risks before they become
scares - Demonstrating due diligence of the Feed
Industry - Providing commercial protection
3What Is Our Goal?
- Safe Feed
- Safe for humans consuming livestock products,
e.g. meat, milk, eggs, fish - Safe for animals
- Required under Regulation (EC) No 178/2002
Laying down the General Principles and
Requirements of Food Law - Economically logical for best performance
4Feed Ingredients
- A component part or constituent of any
combination or mixture making up a feed, whether
or not it has a nutritional value in the animals
diet, including feed additives. Ingredients are
of plant, animal or aquatic origin, or other
organic or inorganic substances. - (Codex Good Animal Feeding)
5Sources of Feed IngredientsUsed In The EU
6The Diversity of Feed Ingredients
- Animal, e.g. fish meal, meat bone meal, fats
oils - Plant, e.g. Soya, wheat, maize (corn), fats
oils - Mineral, e.g. limestone (Calcium carbonate), salt
- Primary Products, e.g. cereals/grains
- Processed Products, e.g. soybean meal, dried
forage - By-Products, e.g. maize (corn) gluten, sugar beet
pulp - Surplus/Returned Food Products, e.g. biscuits,
sweets (candy), breakfast cereals, etc - Additives, e.g. flavours, enzymes, flow agents,
pellet binders, vitamins, trace elements
7The Feed Ingredient Supply Chain
- From raw material selection and supplier
approval - through storage, transportation and handling of
raw materials - through processing, manufacture, mixing
- through storage, transportation and handling of
feed ingredients - to point where control transfers to the receiver
(compound feed mill or farm)
8International Feed Safety Alliance(IFSA)
- International Feed Ingredients Standard
- (IFIS)

- AIC (British Agricultural Industries
Confederation) - www.agindustries.org.uk
- FEFAC (European Feed Industry Federation)
- OVOCOM (Belgian Feed Product Board)
- PDV (Dutch Feed Product Board)

- QS (German Integrated Food Chain Association)

10The Initial IFSA Structure
11International Feed Ingredient Standard (IFIS)
- Brings together the existing requirements of
- Belgian GMP
- British FEMAS
- Dutch GMP
- German QS
- Generic in style can be applied to all
processors of feed ingredients in all countries
of the World - Complies with EU Regulations and Codex
Alimentarius Code of Good Animal Feeding
12IFIS
- Five sections
- 1. Introduction
- 2. Quality Management System
- 3. Resources and Good Hygienic Practices
- 4. Transport
- 5. Product Safety Management
13IFIS Section 1.Introduction
- Aims and scope of IFSA
- Legal compliance
- How IFIS works
- Certification process (accredited ISO Guide 65
Product Certification) - Definitions
14IFIS Section 2.Quality Management System
- Management responsibilities
- Quality system
- Documentation records
- The ISO 9000 Section
15IFIS Section 3.Resources Good Hygiene
- Personnel
- Production/processing facilities
- Storage
- Critical equipment
- Pest control, cleaning, contaminants
- The Good Manufacturing Practice Section
16IFIS Section 4.Transport
- Owned contracted transport
- Road, rail and water
- Carriage, loading discharge
- Previous 3 loads
- Cleaning
- Contamination is the main issue
17IFIS Section 5.Product Safety Management
- HACCP (CODEX Principles)
- Raw material sourcing supplier assessment
- Feed ingredient specifications sales contracts
- Packaging
- Information provided with delivery
18IFIS Section 5.Product Safety Management
- Inspection, sampling and testing
- Traceability
- Control of non-conforming products
- Complaints recall
- Internal auditing
- Seeking effective systems
19IFIS Sector Notes
- Necessary because IFIS is generic
- Assist application of IFIS to specific supply
sectors - Highlight identified issues associated with
specific supply sectors - Cross-reference to clauses of IFIS
- Developed in partnership with sectors concerned,
wherever possible
20Certification Controls
- The most critical factor!
- Certification Bodies must be accredited to ISO
Guide 65 (EN45011) for IFIS - Assessors must meet qualification criteria,
including written examinations - Detailed Rules of Certification published by IFSA
- Audit Checklists prescribed by IFSA
21Informing Buyers
- Assurance only works if buyers support it
- British, Dutch, German and Belgian Feed
Industries now accept only assured ingredients - FEMAS, Dutch GMP, Belgian GMP QS already
certify hundreds of suppliers in many countries - Certified suppliers listed on The Web
- IFIS certified suppliers and ingredients will be
shown on IFSA website
22The InternationalFeed Safety Alliance
- IFIS
- Built on a decade of practical experience to
achieve a single international standard for
assuring the safety of feed ingredients - FEMAS, Dutch GMP, Belgian GMP QS certified
feed ingredient businesses will begin conversion
to IFIS in 2006 - New participants are welcome!
