SB 10 Ethics Reform

• SB 10 does not change the purpose of the original
  ethics law
• Public disclosure and regulation of financial
  conflicts of interest
• Gift limits
• Reduced from 100 to 50
• Definition of gifts
• Exemptions to the definition of gifts(very
  complex and will take rulemaking for
  clarification)
• Bill is effective January 1, 2008

• New taxing authority for school districts
• Tax on new square footage (1/residential

• Partial modification of double majority rule to
  be on Nov. 08 ballot
• Repeals double majority rule for all May and
  November elections

• Long-term facilities plan required for SDs over

• Removes planning commission bar on denial based
  on school capacity
