  • Representatives from interagency partners, DoD,
    components and 17 partner nations (PN)
  • Results
  • Increased awareness in the importance of AI / PI
    response planning
  • Increased understanding of partner nations
    existing constraints and limitations for AI / PI
    response
  • Coordination contacts were developed

  • Observation Information Sharing
  • Lack of AI / PI common understanding between
    USEUCOM, DoS, PN and International organizations
  • Establish a venue to assist planners at all
    levels throughout AOR
  • USEUCOM established Multi-National Collaboration
    Environment (MNCE) portal
  • Post all USEUCOM AI / PI planning efforts and
    information
  • Assess granted to partner nations, DoS, DoD,
    USAID, DHS and International organizations
  • Use unclassified communication modes

  • New strategic approach from DHS that national and
    local leaders could implement during pandemic
    versus quarantine
  • Consistent with WHO guidance for phases 4 - 6
  • Has different implications in different countries

    agencies

    phase change

  • DoS efforts not yet coordinated with Combatant

  • USEUCOM planners will meet with HN and PN reps
    and DoS reps to reach mutual goals

    actions to prevent panic during a PI environment

  • DoS is lead agency regarding requests for
    assistance from PN
  • Need to address planning and response actions
    with PN, HN and agencies prior to PI environment
  • Collaboration will improve planning and
    establishment of agreements to ensure operational
    effectiveness in PI environment
  • USG interagency regional planning
  • Requires a community effort
  • Early involvement of PN, HN to ensure common
    understanding of planning process
  • AOR-wide Interagency working group that brings
    all agency partners together to discuss planning
    and execution efforts

    Authority
  • 30 of DoD antiviral stockpile stored in USEUCOM
    AOR
  • Planned use targeted prophylaxis and treatment
    of sick in early stage of pandemic
  • Combatant Commander not given authority to move
    or preposition based on priorities
  • Critical for USEUCOM due to logistical
    constraints with movement and coordination
    between HN
  • Request movement through DoD medical channels
  • Release procedures not clear and timely

  • Observation Continuity of Government /
    Continuity of Operations (COG / COOP)
  • Planning guidance identifies 40 absentee rate
    during pandemic
  • USEUCOM and other organizations cannot maintain
    missions and functions with high absentee rate
  • COOP critical to continue essential functions and
    services
  • Tasked by DoD Implementation Plan to modify for
    PI threat
  • COOP non existent in USEUCOM

  • Observation Surveillance
  • Critical to early warning of the spread of both
    AI / PI
  • Military conducts medical surveillance on
    military installations primary limited to
    personnel treated in military medical facilities
  • Systems do not capture information on dependents,
    DoD beneficiaries, civilian workers and
    contractors treated in HN facilities
  • Limited visibility and information sharing on
    civilian surveillance networks
  • Must increase coordination with international
    surveillance networks
