What is the FLC?
  • Chartered by Congress in 1986 to promote and
    strengthen technology transfer throughout the
    U.S.
  • Nationwide network of over 700 Federal
    laboratories and RD centers
  • A forum that links technology and laboratories to
    the marketplace
  • Departments and Agencies, conducting 90 billion
    in RD annually and employing over 100,000
    scientists and engineers.

FLC Mission
  • The FLC shall provide the forum for education,
    training, and laboratory networking to enhance
    professional development and recognize excellence
    in federal technology transfer.
  • Serves as a resource for State and local
    government, academia, and the private sector to
    access federal laboratory technology and
    capability

FLC Geographical Organization
  • Coordinator deputy for each region (elected
    position)

Working with Federal Laboratories
  • Facilities, Personnel, IP can be accessed
  • Work for Private Party Agreements
  • Cooperative Research Development Agreements
  • Patent Licensing Agreements
  • SBIR/STTR awardees must receive SBA waiver to
    fund federal labs for work
  • Most labs have an Office of Research and
    Technology Applications (ORTA) to assist
