Whats New in N or D?
  • Accountability for Student Performance
  • Develop a uniform evaluation model. Improve the
    effectiveness of programs administered by State
    educational agencies by developing a uniform
    evaluation model.
  • Local Education Agencies submit program
    evaluation results to the Secretary of Education
    as well as to the State Educational Agency.
  • Provide technical assistance to the State
    Education Agencies. Capacity-building of State
    agency programs will be provided by
    Federally-supported technical assistance
    providers.

Evidence that Communities Are Focusing on
Transition
  • Literature review revealed very little that was
    evidence-based and it was hard to find primary
    source data. Very little targeted research has
    been conducted since the early nineties.
  • TA Center held two meetings with the Panel of
    Practitioners and Experts and one topical meeting
    with 10 12 states discussing transition.
  • SEA, juvenile justice and neglect institutions
    education programs sent representatives
  • One criteria - state teams bring the transition
    coordinator
  • Second criteria work together the plan

  • Closing the Achievement Gap for Disadvantaged
    Students
  • Make students returning from correction
    facilities a priority. (This is one place we can
    make sure we identify homeless or otherwise
    unaccompanied children.)
  • The local educational agency program will need
    focus on the transition and academic needs of
    students returning from correction facilities.
  • Coordinate achievement activities. State
    educational agencies are to encourage
    correctional facilities to coordinate with local
    educational agencies or alternative education
    programs so that student assessments and academic
    records are shared jointly between the correction
    facility and the local educational agency or
    alternative education program.

An Introduction to the National Evaluation and
Technical Assistance Center for the Education of
Neglected, Delinquent or At-Risk Children and
Youth
  • Disseminate information about effective programs
    and practices related to the issues surrounding
    the education and transition of children and
    youth who are served in neglected or delinquent
    institutions
  • Foster collaboration among various neglected and
    delinquent programs, organizations, professionals
    and communities with interest in addressing the
    educational needs of children and youth who are
    served in neglected or delinquent institutions

Is there any Evidence that information is being
disseminated to others who serve this population?
  • States have asked that models be placed on the TA
    Center website
  • Numerous presentations have been made at
    national, state and local meetings to get
    information out
  • Departments having responsibility for this
    population are partnering in presentations and
    sharing links to the work funded by those
    departments for the same population.

What do we know about transition planning?
  • Best practices in the transition of youth from
    short and long term correctional facilities can
    be identified
  • Increases rate of returning to school
  • Increases probability of wise use of scarce
    resources
  • Provides avenue for communication between all
    stakeholders
  • Increases likelihood of successful
    integration/reintegration in the community
  • The more youth are engaged the less likely they
    are to recidivate (Bullis, Yovanoff, Mueller
    Havel, 2002)
