2Request for Proposals (RFP)
- The objective of the RFP is to diversify WAPAs
energy resources to allow the Territory to break
away from its total (100) dependence on imported
fuel oil, provide diversity and shield WAPAs
customers from the huge swings in the fuel oil
prices. - WAPAs petroleum fuels are supplied by the
HOVENSA refinery, one of the largest in the
Western Hemisphere, at very attractive prices.
However, market trends still dominate fuel cost
fluctuations. - WAPA must pursue competitive bidding to obtain
the best and most economical services to the
ratepayers.

- WAPA is soliciting proposals to purchase Power
that is below WAPAs Projected Energy Cost. - WAPAs Projected Energy Cost reflects
production costs to generate electrical energy
from WAPAs current system which is dependent on
imported fuel oil.
4Request for Proposals (RFP)
- The RFP is open to all types of generation,
except oil, and should also consider
Alternative/Renewable Energy Resources identified
in the Territorial Energy Assessment Report
recently completed by DOI for the U.S. Congress. -
- The qualifying technologies include
- Solar
- Wind
- Solid/Sewer Waste
- Pet Coke/Coal Dual-Fired CFB units. Pet Coke is
readily available from the local HOVENSA
refinery. - Ocean Thermal Energy Conversion (OTEC). The U.S.
Virgin Islands possesses the potential ideal
conditions for the commercial development of this
renewable technology.

systems - Electrical Generation on this island is comprised
of - 1-10 MW and 1-16 Mw Boiler/Steam
Turbine/Generators (Residual No.6) - 4-Frame 5 Gas Turbines (Distillate No.2)
- 1- Existing Heat Recovery Steam Generator (HRSG)
- 1- Future HRSG in Combined-Cycle operation with
two existing Gas Turbines -

- Siting
- Construction
- Operation (including alternate fuel procurement,

- Interconnection with existing infrastructure
- WAPA not responsible in any way whatsoever for
any Permits and Approvals

at VIWAPA, via e-mail at powerRFP_at_viwapa.vi - Proposers are prohibited from making any contact
whatsoever with WAPAs Board Members, Staff or
Members of the Selection Committee, once
established - Such contacts may be grounds for disqualification
