A New Instrument
  • Complementarity intervenes only when a threat
cannot be addressed by other (eg Geographic...)
    instruments
  • Multipurpose aims at addressing multidimensional
aspects of global threats, eg trafficking of
arms, human beings, organised crime, terrorism
    financing...
  • Transregionality Following illegal flows (drugs
    trafficking, terrorism...), it addresses more
than 1 region (eg Latin America and Caribbean,
    Sub-Saharan and North Africa...) and
    transregional cooperation
  • Cooperation with EU Member States Both expertise
from EU MS services and complementarity with
    their actions is actively sought
  • Capacity Building The IfS targets sustainable
    capacity building activities, mostly through
    regional and supra-regional platforms
