  • BSN, established by the President Decree No.
    13/1997 is a Government Institution with the task
    to develop standardization in Indonesia, which
    includes metrology, standards, testing and
    quality
  • For implementation of part of BSN function and
    duty, BSN are assisted by KAN (National
    Accreditation Committee) and KSNSU (Committee
    of National Standards for Unit of Measurement)

  • The National Accreditation Body of Indonesia
    KAN
  • To carry out accreditation and certification
    activities in Indonesia, BSN is assisted by KAN
    (Komite Akreditasi Nasional National
    Accreditation Committee). KAN acts as the
    National Accreditation Body of Indonesia has the
    function to accredit testing/calibration
    laboratories, certification bodies (which cover
    product, quality system, environmental management
    system, sustainable forest management system,
    occupational health and safety management,
    personnel), technical inspection bodies and other
    accreditation in the field of standardization

  • The objectives of KAN are
  • To ensure the transparency of standards and
    conformity assessment
  • To achieve mutual recognition arrangement
  • To promote cooperation in technical and
    institutional infrastructure development to
    facilitate the broad participation in mutual
    recognition arrangement in regulated or voluntary
    sectors

  • The accreditation scheme is voluntary
  • Laboratory accreditation scheme
  • The KAN laboratory accreditation scheme is a
    national scheme that evaluates the technical
    competence of testing and calibration
    laboratories based on requirements of ISO/IEC
    17025
  • A laboratory is accredited if it demonstrates
    technical competence and operates an acceptable
    quality assurance

  • Enquiry
  • On receipt of an enquiry, KAN dispatches the
    application form and KAN documents (accreditation
    procedures in details and document concerning the
    right and obligation of applicant, etc) to the
    company
  • Formal application
  • The laboratory will submit a formal application
    attached by description of the scope of
    accreditation requested, agreement for fulfilling
    accreditation requirements, quality manual, and
    other documents required for assessment

  • Assessment
  • Capabilities of the laboratory will be assess
    based on ISO/IEC 17025 and other BSN
    requirements. KAN appoint a team of qualified
    assessors for conducting assessment. Assessment
    results will be reported to KAN
  • Accreditation
  • KAN will establish technical committee to
    evaluate the report of assessment result. A
    laboratory will be accredited if it can
    demonstrate their technical competency and
    operates an acceptable quality assurance system
    (meet KAN requirements)

  • Follow-up surveillance
  • To ensure the accredited laboratory continuously
    compliance to KAN requirements, KAN will carry
    out periodic surveillance and reassessment at
    sufficiently close intervals
  • Renewal of accreditation certificate
  • The accreditation certificate of laboratory will
    be renewed after three years, if terms and
    condition of the scheme are met after full
    reassessment of the laboratory
  • Laboratories which have been accredited by KAN
    have the rights to issue test result certificates
    and using KAN logo based on their accreditation
    scope

  • Under MRA, the accredited laboratory is
    recognized by another countries which sign the
    MRA

  • International or regional schemes
  • In the framework of WTO Agreement on Technical
    Barriers to Trade (WTO-TBT), BSN is appointed by
    Government as the enquiry point and notification
    body
  • To keep abreast with regional and international
    development in accreditation and certification,
    KAN BSN actively participates in Asia-Pacific
    Laboratory Accreditation Cooperation (APLAC),
    International Laboratory Accreditation Conference
    (ILAC), Asia Pacific Metrology Programme (APMP),
    International Accreditation Forum (IAF), Pacific
    Accreditation Cooperation (PAC), etc
  • BSN is not the member of IECEE CB Scheme yet

Testing
  • Testing is carried out by laboratory. Accredited
    laboratories are verified based on ISO/IEC 17025
  • Testing is voluntary, except for product that has
    to comply with mandatory standards, it becomes
    mandatory
  • How long testing has been required depends on the
    standards.
  • For example for PVC low-voltage cables about 3
    weeks for lampsabout 1 month up to 7 weeks,
    depends on requirements

  • For electrical product, testing is carried out by
    random sample
  • For type test samples from manufacturer
  • For sample test samples from purchaser or
    manufacturer
  • Production line testing or routine test is
    carried out by manufacturer

Product certification
  • Introduction
  • KAN Product Certification Scheme is a national
    system for product certification. Manufacturers
    whose product are certified under this Scheme are
    awarded licenses for the use of Indonesia Quality
    Mark SNI mark. Certificate of product using SNI
    mark is granted by accredited product
    certification body to the company which fulfilled
    the KAN requirements and after systematic
    inspection and surveillance. In case that
    accredited product certification body is not
    available yet, the product certification body
    will be appointed.

  • The factory has a quality system that complies
    with the KAN product certification requirements

  • Who certifies product?
  • At present the Industrial Standardization Center,
    Agency for Industrial Research and Development,
    Ministry of Industry and Trade (government) is
    appointed to act as the product certification
    body
  • On-going process, the third party accredited
    product certification body which is accredited
    by KAN based on ISO/IEC Guide 65, will certify
    product

  • Process used to certify products Provision and
    Procedures for using SNI mark
  • A company whose product belongs to mandatory SNI
    shall have certificate of using SNI mark and
    produces product in compliance with SNI and use
    certification mark on the products, packages,
    and/or label. A company whose product belongs to
    voluntary SNI may send application to get
    certificate of using SNI mark. Certificate of
    using SNI mark is awarded by accredited product
    certification body to the company after its
    quality system and product have been inspected
    and tested and satisfy the whole SNI
    requirements.

  • A company send application to accredited quality
    system certification body to be certified

  • Sampling and Product Quality Testing
  • Product sampling is carried out by accredited
    testing laboratory or accredited inspection body
    and product quality testing is carried out by
    accredited testing laboratory nearest to the
    company location. Product sampling personnel take
    the sample based on SNI provision and issue
    sampling report. The company sends the sample to
    testing laboratory to be tested. Testing
    laboratory conducts testing on the sample based
    on SNI provision and issues testing certificate

  • Issuing Certificate of Using SNI Mark
  • Written application to obtain certificate of
    using SNI mark is sent to Head of Agency for
    Industrial and Development (AIRD) through Head of
    Industrial Standardization Center (ISC). It shall
    include quality system certificate and testing
    certificate.
  • Head of AIRD instructs Head of ISC to undertake
    inspection to the applicant and makes report on
    the inspection result and submits it to Head of
    AIRD.
  • Within not latter than 14 days after complete
    application has been received, Head of AIRD
    issues certificate of using SNI mark
  • On-going process, issuing certificate of using
    SNI mark is processed by third party which is
    accredited by KAN (accredited product
    certification body)

  • A company which has been granted certificate of
    using SNI mark has the rights to publish and use
    SNI mark on product, packages, and/or label,
    within the scope of the certificate of using SNI
    mark only

  • Because all of us are members of IEC-APSG (Asia
    Pacific Steering Group) and IEC-APRC (Asia
    Pacific Regional Center, regional office in
    Singapore), so we can discuss more detail about
    all aspect of standardization related to IEC in
    that forum
  • Because Indonesia is a member of WTO and IEC, for
    future Indonesia will develop IECEE (IEC System
    for Conformity Testing and Certification of
    Electrical Equipment) CB Scheme (Mutual
    Recognition of test data between certification
    bodies Mutual recognition of test certificates
    for electrical equipment)
