Timeline of the Situation in Haiti

• 1990 Jean-Bertrand Aristide became President of
  Haiti
• 1991-1994 Following a coup detat, President
  Aristide flew into exile. Haiti was controlled by
  the military
• 1993-2000 Four peacekeeping missions were
  mandated by the Security Council. The United
  Nations peacekeeping troops were deployed in
  Haiti.
• 2000 Jean-Bertrand Aristide was re-elected
  President in contested elections
• 2004 President Aristide resigned
• 2004-2006 Haiti is in a transition period

ECOSOC Ad Hoc Advisory Group on Haiti

• The Security Council in its resolution 1212
  (1998),
• stresses the commitment of the international
  community to a long-term programme of support for
  Haiti
• invites United Nations bodies and agencies,
  especially the Economic and Social Council, to
  contribute to the designing of such a programme

Creation of the Ad Hoc Advisory Group on
Haiti Mandate
The Economic and Social Council in its resolution
1999/4 of 7 May 1999,
Decided to create an Ad Hoc Advisory Group on
Haiti to submit recommendations to the Council,
at its substantive session of 1999, on how to
ensure that the assistance of the international
community in supporting the Government of Haiti
to achieve sustainable development is adequate,
coherent, well coordinated and effective. The
Group was only active from May to July 1999

Long-term programme of support for Haiti
(2000-2004)

• In its resolution 1999/11 of 27 July 1999, the
  Council requested the Secretary-General, in
  consultation with the Haitian authorities, to
  develop a long-term strategy and programme of
  support for Haiti
• Since 2000, four reports on the elaboration of a
  long-term programme of support were presented by
  the Secretary-General at the substantive sessions
  of the Council

• 14 June 2004 Request made by the Prime Minister
  to set up an ECOSOC Ad Hoc Advisory Group on
  Haiti
• 15 July 2004 Participation of the Haitian
  government at an ECOSOC briefing on Haiti
• 20 July 2004 Intervention of the President of
  ECOSOC at the International Donors Conference
  organized by the World Bank, the Inter-American
  Development Bank, the European Commission and the
  United Nations
• 23 July 2004 In its resolution 2004/52, ECOSOC
  decided to reactivate the Ad Hoc Advisory Group
  on Haiti
• 11 November 2004 ECOSOC adopted decision
  E/2004/322 on the reactivation of the Ad Hoc
  Advisory Group on Haiti.
• 23 November 2004 Members of the Ad Hoc Advisory
  Group on Haiti elected the Permanent
  Representative
• of Canada to become the Chairman of the Group

Reactivation of the Ad Hoc Advisory Group on
Haiti2. Mandate

• As per decision E/2004/322, the mandate of the
  Group includes the following
• - follow closely and provide advice on Haitis
  long-term development strategy to promote
  socio-economic recovery and stability with
  particular attention to the need to ensure
  coherence and sustainability in international
  support for Haiti, based on the long-term
  national development priorities, building upon
  the Interim Cooperation Framework and stressing
  the need to avoid overlap and duplication with
  existing mechanisms
• - submit a report on its work, with
  recommendations, as appropriate, to the Economic
  and Social Council at its substantive session of
  2005.
