19
Manufacturers DocumentationEngineering
  • SRM Structural Repair Manual
  • Information needed to effect certain repairs of
    the aircraft structure.
  • Repairs are simple and are approved by the FAA
    for operator completion.
  • Other structural repairs must be done by the
airframe manufacturer or some other FAA
    designated repair facility.

20
Manufacturers DocumentationEngineering/Planning
  • MPD Maintenance Planning
  • List of maintenance and servicing tasks to be
    performed on the aircraft.
  • All items of the MRB report along with other
    information.
  • Certification maintenance requirements (CMRs)
  • Tasks, which were developed by the MSG process

23

Manufacturers DocumentationOperations
  • MMEL Master Minimum Equipment List
  • Identified by the airframe manufacturer and
    approved by the FAA
  • Identify the equipment which may be degraded or
inoperative at dispatch of the aircraft.
  • Airline's responsibility to develop their own
manual tailored to their specific equipment. (MEL)

24
Manufacturers DocumentationOperations
  • CDL Configuration deviation list
  • DDG Dispatch deviation guide

Involves configuration of the aircraft
Information on panels, fairings, and similar
variations in configuration that can be
nonstandard at dispatch as long as it does not
affect the safety of flight.
To secure the aircraft and the system against
inadvertent operation when some of the MMEL items
are inoperative or degraded at dispatch require
actions
25
Manufacturers Documentation Maintenance/Engineer
ing/Planning
  • Whenever the airframe manufacturer or the engine
    manufacturer have modifications or suggestions
for improving maintenance and/or servicing, they
will issue appropriate paperwork to the affected
    airlines.
  • SB Service Bulletins
  • SL Service Letter
  • MT Maintenance Tip

A service bulletin (SB) is usually a modification
of a system that will provide improved safety or
operation of a system and includes a detailed
description of the work and parts required.
A service letter (SL) usually provides
information to improve maintenance actions
without equipment modification.
The maintenance tip is a suggestion for
maintenance personnel to assist in their work or
improve conditions.
26
FAAs Documentations
27
FAAs Documentations
  • Federal aviation regulations FARs
  • Advisory circulars ACs
  • Airworthiness directives ADs
  • Notice of proposed rule making NPRM

28
Authoritys Documentation
  • FAR Federal aviation regulations
  • FAR part 121 (14 CFR 121)/JAR 121 regulations
relating to certification and operation of large,
    commercial aircraft
  • FAR / JAR part 145 Maintenance Station
  • FAR/JAR part 147 Formation Center of
    Maintenance Staff
  • JAR part 66 Certifying Staff

29
FAAs Documentations
  • Advisory circulars (ACs)
  • An advisory circular is a document issued by the
FAA to provide assistance to operators on meeting
    the requirements of various FARs.

30
FAAs Documentations
  • Airworthiness Directives (ADs)
  • Issued by the FAA (Design Authority) to correct
an unsafe condition that exists in a product
    (aircraft, aircraft engine, propeller, or
appliance) and a condition that is likely to
exist or develop in other, similar products.
  • An AD, whose incorporation is mandatory, may be
issued initially by the FAA or may be an action
after the airframe manufacturer has issued a
    service bulletin (SB)
  • AD will include
  • (a) a description of the unsafe condition
  • (b) the product to which the AD applies
  • (c) the corrective action required
  • (d) date of compliance
  • (e) where to get additional information
  • (f) information on alternative methods of
    compliance if applicable.

FAAAir Operators Documentation
  • Operations specifications Ops Specs
  • Technical policies and procedures manual TPPM
  • Inspection manual IM
  • Reliability program manual RPM
  • Minimum equipment list MEL
  • Task cards TC
  • Engineering orders EOs

33
FAAAir Operators Documentation
  • Operations specifications
  • Written by the airline in accordance with strict
FAA requirements and usually with the help of an
    FAA representative.
  • Refers to numerous other documents to avoid
    duplication and details the airline's
    maintenance, inspection, and operations programs.
  • Technical policies and procedures manual
  • Primary document for the airline's ME operation
and, with other documents supplied by the
airframe manufacturer, serves as the FAA
requirement for a maintenance manual per AC
    120-16D.
  • Usually written by engineering, to ensure
technical accuracy, from inputs supplied by
management of the various ME organizations.
  • Define exactly how all ME functions and
    activities will be carried out.

The TPPM is sometimes called the policies and
procedures manual (PPM), general maintenance
manual (GMM), or the maintenance organization
exposition (MOE)
34
Air Operators Documentation
  • IM Inspection manual
  • May be a separate document distributed primarily
to QC personnel, or it can be a chapter in the
    TPPM (usual approach).
  • Relate to all inspection activities within ME
  • (a) mechanic inspection tasks from the MPD or the
    MRB report
  • (b) QC inspector's tasks
  • (c) special inspections (hard landings, bird
    strikes, etc.)
  • (d) the airline's Required Inspection Item (RII)
    program
  • (e) the paperwork, forms, and reports required to
    carry out these functions.

35
FAAAir Operators Documentation
  • RPM Reliability program manual
  • Airline's reliability program must be approved by
    the regulatory authority
  • Minimum equipment list (MEL)
  • Customize the MMEL for the operator particular
    airframe/engine configuration.
  • The operator must carry copies of this MEL in
each aircraft for flight crew reference.
  • The applicable items in the DDG and the CDL
should also be included with the MEL.
  • Task cards
  • To avoid unnecessary duplication of certain
actions, and the unnecessary opening and closing
of the same panels, then the operator write their
own task cards to spell out exactly what to do
  • Engineering orders (EO)
  • Official paper work, issued by engineering and
    approved by QA
  • Some airlines called simply a "Work Order."

36
What are some examples of RIIs?
  • RII examples
  • a. Installation, rigging, and adjustments of
    flight controls and surfaces.
  • b. Installation and repair of major airframe or
    engine structural components.
  • c. Installation of an aircraft engine,
    propeller, propeller blade, or rotor.
  • d . Installation, repair, and calibration of
    certain avionics and navigational equipment.

37
Air Operators Documentation
  • - What is an Air Operator ?
  • Air operator or Aircraft operator means any
person which provides the service of transport of
    goods or passengers by aircraft
  • - What is an Air Operator Certificate?
  • A Certificate authorizing as operator to carry
    out specified air transport operation.

38
AIR OPERATOR CERTIFICATION
39
Air Operators Documentation
  • THE AIR OPERATOR CERTIFICATE - ICAO ANNEX 6,
  • 4.2.1.1 An operator shall not engage in
commercial air transport operations unless in
possession of a valid air operator certificate or
equivalent document issued by the State of the
    Operator.
  • 4.2.1.2 The air operator certificate. shall
authorize the operator to conduct commercial air
transport operations in accordance with such
conditions and limitations as may be specified.

40
FAAAir Operators Documentation
  • 4.2.1.3 The issue of an AOC .by the State of
the Operator shall be dependent upon the operator
demonstrating an adequate organization, method of
control and supervision of flight operations,
    training programme and maintenance arrangements
consistent with the nature and extent of the
    operations specified

  • Air Operator Certificate-procedure
  • The procedure for application and granting of an
AOC is best organized in phases and will normally
    take following sequence
  • 1. Pre-application phase
  • 2. Formal application phase
  • 3. Document evaluation phase
  • 4. Demonstration and inspection phase
