WHAT IS A PERMIT ?
  • Definition according to Florida Building Code, Ch
    1, Section 104, pg 1.3.
  • An application process that allows owners,
    authorized agents, or contractors to
  • Construct, enlarge, alter, repair, move,
    demolish, or change the occupancy or occupant
    content of a building or structure, or any
    outside area being used as a part of the
    buildings designated occupancy
  • Or to erect, install, enlarge, alter, repair,
    remove, convert, or replace any electrical, gas,
    mechanical, or plumbing system, the installation
    of which is regulated by the technical codes
  • Or to cause any such work to be done, shall first
    make application to the building official and
    obtain the required permit for the work.

WHY ARE PERMITS REQUIRED ?
  • According to Title XXXII, Florida Statute 553,
    Section 79, para (1).
  • It is unlawful for any person, firm, corporation,
    or governmental entity to construct, erect,
    alter, modify, repair, or demolish any building
    within this state without first obtaining a
    permit from the appropriate enforcing agency or
    from such persons as may, by appropriate
    resolution or regulation of the authorized state
    or local enforcing agency, be delegate authority
    to issue such permits, upon the payment of such
    reasonable fees adopted by the enforcing agency.

WHY ARE PERMITS REQUIRED ?
  • Also in FS 553, Section 80.
  • Para (6) Notwithstanding any other provision of
    law, state universities, community colleges, and
    public school districts shall be subject to
    enforcement of FL Building Code such as
    permitting, plan reviews, inspection fees, etc.

ARE THERE ANY LEGAL ASPECTS?
  • According to Title XXXII, Florida Statute 553,
    Section 80, para (6)(d).
  • Facility maintenance permit is valid for 1 year
  • A detailed log of alternations and inspections
    must be maintained and annually submitted to the
    building official.
  • If an outside inspection agency inspects (I.e.
    Florida Building Commission) or the University
    building official finds a pattern of code
    violations, issuance of future annual facility
    maintenance permits maybe withheld.
  • Potential outcomes could result in
  • Open the university to outside inspection
    agencies from the County, or other agencies.
  • Additional fees being charged for inspections (as
    high as 150 hour)
  • Longer lead times and call-ins for inspections

WHAT DO WE NEED TO DO?
  • New policy letter
  • Covers electrical, HVAC, mechanical, plumbing,
    roofing, building repair/renoviation, and life
    safety.

WHAT DO WE NEED TO DO?
  • ELECTRICAL
  • Pulling of wire whether new or replacement any
    rework or new installations of any switch gear,
    panels, electrical fixtures, lighting poles, or
    motor control circuits. Normal replacement of
    single devices (switches, receptacles, etc.),
    lamps, ballasts, and fixtures are not included.
  • MECHANICAL (HVAC)
  • Installation of any new A/C equipment, change
    out or repair of compressors, change out or
    repair of motors, or any duct modifications
    involving a trunk line. Minor items such as
    relocation of supply grilles, belt replacements,
    or filters are not included.

WHAT DO WE NEED TO DO?
  • MECHANICAL (OTHER MISC.)
  • Any modification to exiting or installation of
    new chill or hot water piping, mechanical
    controls, gas or fuel piping, storage tanks, or
    boiler
  • PLUMBING
  • Any new supply, vent, waste piping, or any new
    work on the supply side of valves (stops). Minor
    items such as replacing/servicing fixtures or
    valves are not included.
  • ROOFING
  • Any re-roofing or roof repair over threshold of
    400 value.

WHAT DO WE NEED TO DO?
  • BUILDING REPAIR/RENOVATION
  • Any modifications to load bearing members,
    including beams, walls, headers, joist, or
    rafters. Any modifications to fire rated walls
    or ceilings. Relocation or re-swinging of any
    doors (interior and exterior) or changes to
    exiting hardware. Relocation or replacement of
    exit signs, emergency lights, or fire suppression
    equipment. In residential sleeping rooms, the
    replacement or relocation of operable or fixed
    windows. Any work to existing stairs, ramps, or
    steps.
  • LIFE SAFETY
  • (To be inspected by Fire Marshall) Any
    modification of fire suppression or alarm
    systems.

WHAT DO WE NEED TO DO?
  • Dont forget, Product Approval Guidelines are
    now out too (5 Dec 2003). What are the options
    under the new law?
  • Local product approval, which means that the
    product is
  • approved only for that particular jurisdiction
    or for a specific
  • project or
  • Statewide product approval can be obtained
    under the optional statewide product approval
    program.
