To inform the AGC of the USAES recommended plan
to transform the Geospatial Engineering Force
Structure and Present Training and Doctrine
initiatives.

  • We have six months to change the Army for the
    next 50 years

215D Warrant Officer at UA
  • AAR Comment form 3/2 Stryker Brigade that is
    deployed in Mosul, Iraq
  • Production requirements are higher at UA level
    then a Division due to operational focus of unit
  • Training difficult to maintain
  • 24 hour ops difficult to maintain

They're production cycle is insane. I have
never heard of 1600 products in a single month.
A UA is essentially an expeditionary force and we
can expect to be involved in not only joint
services operations, but joint agency operations.
How do we model that geospatially? "...it is
difficult to support several battalions with only
four soldiers. We have seven battalions plus
attachments. We are the only topo support north
of, so we provide products fora shit load of
civil affairs unit, and a passel of government
agencies, you name it.

175th Topographic Company
  • Generation Each terrain team encountered the
    common problem of having old or no data.
  • NGA worked hard to update the 10-year-old data
    covering the region. Due to the OPTEMPO new data
    requested to NGA arrived to the unit after
    operations had moved to a new area.
  • Dissemination Having a website that allows
    commanders to access previous terrain products
    gives them ideas on the type of products terrain
    can create and allows better understanding of the
    battlefield.
  • Print Most products are printed on a map, but
    Each terrain team should have it's own server
    to post finished products. CD's were used
    primarily to distribute
  • Interoperability Know which classification and
    type of data can be released and/or disclosed to
    each coalition member.

CHALLENGES TO IMPLEMENTING THE PLAN
  • Equipment
  • Modular Force is consistently meeting funding
    requirements for new force design
  • Modular Force UFR increases the fielding of HVMP
    allowing the 21L MOS consolidation prior to 2010
  • Personnel
  • Recruiting additional personnel
  • Significant increase in the AC and NG 21U
  • 21S Survey will reach and go over strength based
    on standing down Topo Companies
  • 3 Star UEx will require augmentation or
    authorization to stand up TOPO teams early (III
    Corps is most critical shortage)
  • Significant increase in the AC Warrant officers
    will require significant ascension and training
  • Moving AC and NG personnel during the projected
    windows

Geospatial Planning Cell
  • Current structure provides limited planning and
    coordinating capabilities with the number of
    personnel and equipment assigned. Coordination
    between Tm Bn has had limitations.
  • Proposed design provides sufficient personnel
    equipment to meet the UEy Cdrs requirements.
  • - LTC, Topographic Engr, is the theaters
    geospatial engineer who coordinates with HHC,
    company, and the GIS.
  • - DTSS-B - gives this unit the capabilities
    to generate terrain data, analyze terrain data,
    prepare decision graphics, image maps, 3rd
    terrain perspective views, press ready color
    separates for map substitutes, map updates,
    tactical decision aids, and intelligence
    preparation of the battlefield overlays.
  • Team can operate on a 24 hour basis
