What is the SADLS system?
  • The High School Dropout (HSDO) prevention
    function was created to implement North Carolina
    House Bill 769-GS 20-11.
  • The revocation of a students driving privilege
    will result if a student is unable to maintain
    adequate progress or drops out of school.

What is the SADLS System?
  • The Lose Control-Lose License (LCLL) was created
    to implement North Carolina Senate Bill 57. The
    revocation of a students driving privilege will
    result if a student is expelled, suspended for
    more than 10 days or assigned to an alternative
    education setting for more than 10 days. For 1 of
    the following reasons
  • Possession or sell of an alcoholic beverage or an
    illegal controlled substance on school property
  • Possession or use of on school property of a
    weapon or firearm
  • Physical assault of a teacher or other school
    personnel on school property

  • A student must have passing grades in 70 or more
    of his/her classes each semester.

  • Block Schedule
  • If a student on a 4x4 block schedule passes two
    (2) courses during the first semester, their
    license should be revoked.
  • If the student then passes at least three (3)
    courses second semester the school can issue a
    Driver Eligibility Certificate (DEC).

What is considered adequate academic progress?
  • Traditional School
  • A student on a six period day has passing grades
    in five classes the first semester, but only
    passes four classes for the entire year.
  • At the end of the school year, the school will
    send in the names of licenses to be revoked to
    the Division of Motor Vehicles (DMV).

What is considered adequate academic progress?
  • A student on the 4 x 4 block passes four (4)
    courses the first semester, but only passes two
    (2) courses the second semester. At the end of
    the second semester DMV will be notified and will
    revoke the students permit/license.
  • A DEC can be issued to the student
  • At the end of summer school upon passing one
    course. It must be the same course the student
    failed.
  • At the end of the first semester of the next
    school year upon passing at least three classes.

  • For the purpose of this law, a dropout is a
    student who withdraws from school before the end
    of the academic year and cannot be verified to be
    enrolled in a approved educational setting within
    30 days

Accessing the SADLS System
  • RACF ID Required
  • RACF is an acronym for Resource Access Control
    Facility

  • Always required to access the State Computer via
    the State Integrated Network.
  • Request must be sent in by your Site Security
    Officer (SSO).
  • Form Name RACF03
  • Contact DPI Customer Response Center for a copy
    of the RACF03 form.

  • Complete SADLS Authorization form and fax the
    request to Harry Wilson.
  • A DPI Customer Response Center consultant will
    review the request and fax the form to DMV.
  • Notify the customer when DMV has processed the
    request.

    connections to the mainframe at the State
    Computer Center in Raleigh.

Suspensions and Hardships
  • If a suspension has been entered in error or the
    student has been issued a hardship waiver, the
    suspension can be deleted by a DPI Customer
    Response Center consultant.

Suspensions and Hardships
  • Provide the following documentation to delete
    suspensions and hardships.
  • Submit your request on letterhead.
  • The students name.
  • The students Date of Birth.
  • Students social security number, if available.
  • The reason why the suspension should be deleted.
  • Fax number is (919) 807-3246

  • The Rules
  • The out of state school/customer should send a
    transcript of the student's performance/
    attendance to the school where the suspension was
    issued.
  • Or a copy of parents utility bill.

  • School will issue the Driver Eligibility
    Certificate and mail the DEC to the customer.
  • Notify the customer that the Driver Eligibility
    Certificate is valid for 30 days only.
  • Notify the customer that a 25.00 Restoration Fee
    is owed.

  • Once restoration fee is posted, Audit Unit will

    updated on SADLS MVD-SUSPENSION table.

    high school, what must he/she do in order to
    qualify for a Driver Eligibility Certificate
    (DEC)

    demonstrate adequate academic progress toward
    obtaining a high school diploma or its equivalent.

    attend a Community College?
  • When a student leaves a public school to attend a
    community college and is NOT making adequate
    progress at the point of withdrawal the public
    school should revoke that students driving
    privileges.
  • When a student leaves a public school to attend a
    community college and IS making adequate progress
    the public school should not revoke that
    students driving privileges.

  • Who is responsible for issuing a DEC to a student
    who lives in North Carolina but attends a
    boarding school out of state?
  • A student who has permanent residency in North
    Carolina but attends a boarding school out of
    state shall receive a DEC from the school they
    would normally attend. That school may ask for
    the following documentation

  • Proof of residency with their district.
  • Transcript or report card showing the latest
    semester from the school.
  • A letter on school letterhead stating the student
    is currently in attendance at another school.
  • A report card or transcript at the end of each
    semester until the child graduates-making sure
    the student understands that they will lose
    driving privileges if this is not presented at
    the end of each semester.

  • Public schools may not issue a DEC to a student
    who attends any of the following home school,
    private school (within NC), community college, or
    an out of state correspondence.

  • How does DOP/LCLL affect minors who are
    emancipated?
  • Emancipated minors are still affected by both the
    Dropout Prevention and the Lose Control Lose Your
    License Laws.

  • Is a hardship permanent?
  • Hardships should only be granted under extreme
    circumstances. Once a student is granted a
    hardship their license should not be revoked
    again.

  • Can DMV, DPI, or the Division of Community
    Colleges issue DECs or grant hardships?
  • State level positions at DPI, DMV, and the
    Division of Community Colleges cannot grant
    hardships or distribute DECs to students.

  • Who is responsible for charges incurred when a
    license is revoked in error?
  • If a school revokes a students license in error
    and the student has to have a duplicate license
    issued the school system is responsible for the
    10.00 duplication fee.

  • When should the school send the names of licenses
    to be revoked to the DMV?
  • A school should wait the determined time period
    to receive any hardship requests after notifying
    parents of the students license revocation
    before sending the names to the DMV.
  • It is imperative that schools revoke a students
    driving privileges immediately following the 30
    day grace period post withdrawal.

  • How does summer school affect students who lose
    their license under the DOP?
  • At the end of the school year once final grades
    are posted schools should send letters to parents
    notifying them of the suspension.
  • At the conclusion of summer school those students
    eligible may receive a DEC and have their license
    reinstated. Schools should not wait until summer
    school is over to turn in names of students not
    making adequate progress.

  • A DEC is used to determine if a student is
    maintaining adequate progress toward graduation
    and has not been suspended for having an illegal
    substance on campus or assaulting a staff member.

    he/she or parents dont like these laws
