TCA 49-1-606b
  • The estimates of specific teacher effects on the
    educational progress of students will not be a
    public record, and will be made available only to
    specific teacher, the teachers appropriate
    administrators as designated by the local board
    of education, and the school board members. The
    state department of education shall provide raw
    test score data to LEAs as soon as practicable
    after receipt of such data, but in no case later
    than June 30

Teacher Reports
  • Teacher Copy and Highly Qualified Copy
    delivered unopened to teacher, who signs a dated
    teacher roster acknowledging receipt.
  • Administrator Copy delivered unopened to
    building principal, who signs a dated roster
    acknowledging receipt.
  • File Copy maintained in secured location at
    Central Office, destroyed after five years.

Teacher Effect Data
  • The analysis of teacher effect data uses
    three-year average gain comparisons teacher vs.
    norm, teacher vs. state, and teacher vs. system
    as an estimated measure of the teachers effect
    on student learning.

My Scores Have Changed!!!!
  • The elementary/middle models are not
    time-dependent.  so--as you know more about a
    student, you better understand the student's true
    achievement in a prior year each time you get a
    new score for the student.  So with this new
    information, it is possible to better estimate
    the teacher's influence on the student in a prior
    year--and this is the best estimate that you
    actually have on that teacher.  RAND has
    published materials that praise TN's value-added
    method that improves the prior year estimates as
    new data are available.  So all the
    reports--district, school or teacher may change
    in the prior year for elementary/middle grades. 
    High schools are a different modeling, and you do
    not have this same protection.  June Rivers

District/School Mounds of Paper?
  • Return undeliverable reports to Field Service
    office.
  • Maintain deliverable reports for 5 years and then
    shred.
