Internet Public Use Policy
  • Providing access to the Internet supports the
  • HCL mission and vision
  • Internet access is one component of the
    Librarys objective to acquire, organize, and
    preserve materials which advance human
    knowledgeand to provide equal access to these
    materials to all individuals and groups
  • The Library endorses the standards of privacy,
    confidentiality and intellectual freedom outlined
    in the Minnesota Data Practices Act..

Internet Public Use Policy
  • The library recognizes that information on the
    Internet may be controversial or offensive and
    that any site may offend some patrons. Only
    individuals can determine what is most
    appropriate for their needs.
  • Parents and legal guardians have the
    responsibility for their childrens use of the
    Internet.

Internet Survival Kit
  • Contains printed material about Internet access,
    gathered together in a kit to be kept at each
    info desk.
  • Youll find references to web sites, too.
  • Contains handouts for the public.

Rapid Response Team
  • Provide support for HCL staff on concerns over
    public access to the Internet in HCL buildings.
    This includes
  • problem-solving for specific incidents or
    complaints,
  • interpretation of the HCL Internet Public Use
    Policy, and
  • development of tools to help staff manage this
    service.

  • Contact the Rapid Response Team by e-mail.
  • Contact individual Team members by e-mail or
    phone during regular business hours.
  • After hours, contact Team members at home.

Internet Use is Growing
  • 2 million new sites per month.
  • Over 100,000 users per month, on 300
    workstations, at Hennepin County Libraries.
  • Increase in use by youth from 39.1 in 1996 to
    estimated 65 in 2003. (Barrons, Nov. 1998)
  • 71 of parents no longer monitor internet use for
    children 14 years and older.
  • (National Center for Missing and Exploited
    Children)

Basic Terminology
  • The Internet A worldwide network of computers.
    Includes e-mail and the World Wide Web.
  • ISP Internet Service Provider. Sell you access
    to the Internet (A few are free).
  • Browsers Software for using the Web, e.g.
    Netscape or Microsoft Internet Explorer.
  • URL Web address used to locate a web page.
    Typically begins with www, e.g. www.wcco.com

Basic Terminology
  • Chat Rooms Groups of people typing to one
    another via their computers.
  • Filters and blocking software products. Products
    that restrict access to the Internet based on
    some pre-selected criteria.
  • Search Engines Allow you to search for specific
    information on the Web.
