Terrorist/Hostage Situation
  • At 800am 830am several terrorists armed with
    explosive devices automatic weapons entered
    five high schools
  • Each school had a special "twist"

  • Test schools, county and local jurisdictions'
    emergency plans
  • Focused on response and recovery

  • Five planning groups of 5-10 people
  • County planning group
  • Began planning in December 2004
  • Exercise was September 2005
  • Monthly meetings through July
  • Weekly meetings August-September
  • Orientations, table-tops and videos

Lessons Learned
  • School official needs to be at command post
  • First responders need to have keys to school
    rooms
  • SOP for communicating to individual classrooms
    during lockdown need to be developed
  • Police Fire need to be aware of lockdown
    procedures

  • Knowledge regarding school assets needs to be
    communicated to command post
  • Knowledge regarding NIMS/ICS needs to be more
    broadly trained in schools and law enforcement
  • Buildings need to be kept in working order

  • During lockdown, identified staff need to lock
    ancillary rooms
  • School personnel need to understand that while
    building is not secured, injured will be passed
    over
  • School personnel learned importance of not
    opening doors during lockdown

  • Overall, schools and first responders learned
    that once a school goes into lockdown that is
    exactly what it does!!
