  • 5. The new members of ASPA under the leadership
    of the Director General and consultation with
    Philip J. Rutledge developed a proposal for the
    establishment of a Free State Society of Public
    Administration.

  • As a participant-observation, with
  • exposure to presentations, interaction with
  • participants, and review of available data,
  • four conclusions are drawn
  • 1. The Free State Provinces initiatives and
    continued development of training and development
    for mid-level managers and supervisors in the
    FSTDI are meeting a need and are improving
    overall public governance.

Subjective Assessment
  • The Senior Management Service Conference
    continues to enjoy the support of the Premier but
    inconsistent support of the MECs.
  • 3. International cooperation and participation
    have been positive dimensions of the overall
    leadership development and training effort, but
    need to be strengthened.

  • 4. While the intellectual, conceptual, and
    informational dimensions of the SMS are quite
    stimulating and mind expanding, there may be a
    need to include some hands-on dimension to
    fine-tune specifically identified areas of
    managerial development and leadership need.
