INTRODUCTION
  • Zema Setoch le Fitih is a non governmental
    organization that was established in 1997 to
    promote and protect the rights of women and
    female children in Ethiopia.
  • Target groups Women and female children
  • Vision A society of equal opportunity for both
    men and women
  • Mission To positively impact the lives of women
    and female children through the following
    programs
  • Gender and Advocacy
  • Education and Training
  • Health, Water and Sanitation
  • Microfinance and Business Development Skills

The Demonstration Project Enhancing the Voices
and Choices of Communities on Water and
Sanitation in the Lideta Sub city
  • Why Lideta sub city? Why was the Water and
    Sanitation sector selected?
  • Water and Sanitation problems are extremely high
    in Lideta sub city due to the large population of
    people. According to the report on the Citizens
    Engagement Project by Zema Sef and Water Aid
    the latrines, showers and water points are
    insufficient to accommodate all the people in the
    Lideta sub city. Furthermore, the facilities that
    have already been built are not properly
    maintained.
  • What is the overall goal of the project?
  • To empower the community particularly women and
    the poor to advocate for their rights, voice
    their needs and concerns as related to the
    delivery of water and sanitation services.

OBJECTIVES
  • To introduce the tools and instruments of Social
    Accountability as related to the delivery of
    water and sanitation services to government
    officials and community representatives in Lideta
    Sub city.
  • To build the capacity of women service users to
    respond to and act upon needs and demands.
  • To promote community led policy
    formulation/reformulation and management of water
    and sanitation services in the Lideta sub city
  • To pilot and document this project as a learning
    process for further replication

PROJECT ACTIVITIES
  • Selection of kebeles
  • Meeting with sub city Executive officials of
    water and sanitation bureaus in the Lideta sub
    city
  • Hire a Consultant to guide the process, conduct
    the Focused group discussions and Score card
    sessions.
  • Train 16 facilitators on the SA concept and
    community mobilization
  • Sensitization of the community on the concept,
    tools and methods of Social Accountability100
    people per keble i.e a total of 800 people
  • Focused Group Discussions and Community Score
    cards with the following Community dwellers,
    Women Associations, idirs ( men and women),
    School administrations, Female Headed Households,
    PLWHA and disabilities
  • Interface meeting
  • Reform meeting
  • Set up a committee that consists of Lideta sub
    city officials, Zema Sefs staff and the
    community to ensure that the reforms are
    implemented.

PARTNERS OF THE DEMONSTRATION PROJECT
  • Over the past ten years, Zema Sef has established
    a strong working relationship
  • with government bureaus in the Lideta sub city.
    The following are our partners in
  • the demonstration project
  • Lideta sub city administration water and
    sanitation bureaus, women affairs offices in all
    eight kebeles
  • Kebele administrations
  • Idirs
  • Women associations
  • Youth associations
  • School administrations
  • Elders in the community

OUTPUT
  • Detailed report on the entire process i.e.
    findings of the Focused Group Discussions,
    Community Score Cards, Interface meeting and
    reform meeting.
  • Recommendations for action by the community, the
    government and Zema Sef.
  • Communities particularly women and poor people
    will be empowered to voice their needs and
    concerns with regards to water and sanitation.
  • Both the government and the community will be
    aware of their roles and responsibilities. They
    will engage in constructive dialogue and work
    together as one unit to resolve their problems.
