- A Thematic Network on Foresight on Information
Society Technologies in the European Research
Area - Competitive action under the European IST
programme (FP V) - Started on 01 September 2002 - Duration of 3
years - Currently 17 Network Members
- Coordinated by JRC-IPTS
4What is FISTERA?
- Aim
- To bring together on a systematic and extended
basis, actors and insights in national foresight
exercises on IST in order to provide input to FP7
(in particular the IST programme). - Involve as much as possible the key IST policy
makers and players in the EU and at the national
level.

- Compare results of national foresight exercises
- Provide a new forum for consensus building on
future visions for IST - Contribute to constructing the European Research
Area through benchmarking and community building,
by providing a dynamic pan European platform on
foresight on ISTs

- Rapid growth of Foresight in Europe since the
mid-1990s more recently in the Candidate
Countries - Nearly all these exercises have involved an
activity on ISTs - Currently no mechanism to prevent overlap and
redundancy in the carrying out of foresight work - FISTERA is expected to
- Reduce duplication of efforts and increase mutual
learning and sharing of results - Help development of a more coherent structuring
of the Foresight research community in ISTs,
within the context of ERA under FP6 and in
preparation of FP7

- Key Achievements
- Collection of names and addresses of possible key
actors - Construction of the database

- Report on European IST actor space and an
assessment of the strengths and weaknesses of
European IST research and industry (September
2004) - A SWOT analysis of the EU IST actor space
represents the second main milestone, both as a
stand-alone result and for use in the scenario
development process
12FISTERA Workpackage 4IST Futures Forum
- Building upon the findings of Work Packages 2
and 3, this workpackage will promote a greater
understanding of the feasibility and desirability
of alternative visions of the future for IST. It
will generate new scenarios from the emerging
results of the project and with the participation
of IST experts. These will promote discussion and
debate, and be used as visions to stimulate
strategic thinking and monitor progress. Also, it
will contribute to the development of
scenario-based methodologies to be deployed in
future forward-looking work in relation to ISTs. - Key Achievements

- A continuously updated FISTERA Web site

channel for the interactive dissemination of
FISTERA results continuous - Publication of articles in academic journals,
workshop, seminar and conference presentations - 15 national roadshows (first round) begun in
Summer 2003 presenting the results of the first
two workpackages - Future Targets
- The expected result of this workpackage is to
enable FISTERA to disseminate its findings in a
focussed and interactive manner to the relevant
constituencies, thus contributing to a ERA for
ISTs, and to make FISTERA a reference for
European foresight in IST. - A second round of about 15 national roadshow
workshops (Summer-Autumn 2004) - Final conference and book (September 2005)
- Plan for exploitation of FISTERA results beyond
the end date
14Roadshow workshops
- A Roadshow workshop will be organised by each of
the FISTERA partners in both Year I and Year 2.
Around 15 workshops will be organised per year.
These nationallybased events will gather
together around 30-50 of the key IST foresight
players in the country and relevant industry
representatives, therefore enabling FISTERA to
reach more effectively a larger and more targeted
audience more cost effectively. - The principal objectives of the workshops are
- To secure the interest, support and participation
(buy-in) of the relevant national IST and
foresight communities - To obtain validation of project results by local
experts - To provide feedback from workshop participants on
the project results presented - To influence the future of the project and of
foresight in IST more generally - To increase awareness and attractiveness of
FISTERA and to enlarge the FISTERA community - To expose and investigate, through expert
discussion, problems identified by the project
and - To support the development of a platform for IST
foresight.

2003 have increased considerably visibility of
FISTERA in the research community. Most accessed

18 FISTERA and ERA (1)
- Stronger focus in than in previous foresights on
societal problems - No homogeneity across countries in many respects
(scope, motivation, methodology, treatment of
ICTs, time horizon, participation, etc.) - Foresight as a process seems more important than
intrinsic output. - "Experts" often carried away by hype.
Participants sometimes have difficulties truly
"thinking forward".
