One-Stop Background
  • One-Stop Career Centers begin as demonstration
    projects in mid-1990s
  • Workforce Investment Act (WIA) passed in 1998
  • Replaces Job Training Partnership Act (JTPA)
  • Makes One-Stops permanent
  • One-Stops to be located in every major population
    area of country
  • Rehabilitation Act included as separate title in
    WIA

  • Cornerstone of workforce investment system
    One-Stop service delivery
  • One-Stop system locally controlled operated
  • 19 required One-Stop partners
  • VR is required partner
  • Optional partners also allowed
  • Each partner must make available through
    One-Stop system core services applicable to
    partners program

Local Workforce Board
  • WIA allows for flexibility at state and local
    level for how services are provided.
  • Local Workforce Investment Boards (LWIBs)
  • Appoints One-Stop Operator
  • Oversees other employment training programs
  • Majority of boards must be employers

ONE-STOPS A MIX OF FUNDING PARTNERS
  • One-Stops should not be thought of as a typical
    agency
  • One-Stops are a structure through which services
    are delivered via various funding streams,
    partners, and programs
  • Staff at One-Stops may work for a variety of
    organizations

    charge
  • Intensive For individuals who are unable to
    successfully obtain employment through core
    services
  • More customized to needs of individuals
  • Must meet eligibility criteria
  • Wide variety of funding streams

    intensive services
  • Must meet eligibility criteria
  • Typically funded by WIA Adult Dislocated Worker
    Funds

One-Stop Career CentersA High Volume System
  • System is designed to work with large number of
    customers
  • Many services (particularly core) are fairly
    self-directed
  • Important to understand what One-Stops areand
    are not

Disability Program Navigator
  • Joint USDOL and Social Security Administration
    (SSA) initiative to place navigators in One-Stop
    Career Centers to assist people with disabilities
  • Approximately 400 Navigator positions nationwide
    in January 2007
  • Thirty states plus the District of Columbia are
    implementing the DPN Initiative
  • Additional 16 states planned in 2007
