Trial Principles
  • The trials should
  • Have a specific sunset date
  • Preserve national sovereignty of each country
    sharing CC1 to determine if and how it chooses to
    participate in ENUM and the trial
  • Operate in an open, neutral and transparent
    fashion
  • Not confer a competitive advantage to potential
    Tier 1 (A or B) bidders in the actual procurement
    process
  • Be limited to non-commercial activities defined
    by accepted test cases

Trial Policies
  • US Trial participants will sign a MoU, between
    the LLC and each participant, agreeing to the
    criteria and final terms conditions for the
    trial.
  • Trial is done on a best-effort basis using
    non-production services and facilities.
  • There will be no external funding available for
    the trial. Each participant is expected to cover
    their own costs to participate.
  • Tier 1B Registries
  • Will make their services available to Registrars
    and Tier 2 Providers on the same terms and
    conditions.
  • Will work with Registrars and Tier 2 providers
    based on trust agreement that applications for
    the delegation of an ENUM domain are valid.
  • Registrars are not expected to accommodate an
    unlimited number of participants, but are
    encouraged to accommodate as many participants as
    possible.
  • The activities and results of the trial will be
    made public, however proprietary activities of
    individual participants need not be included.

Trial Physical Architecture
  • Trial Tier 1A
  • Contains delegations for the NPAs delegated to
    the national trial Tier 1B Registries
  • CC1 ENUM LLC has selected CIRA to operate
  • Trial Tier 1B
  • Name servers for each NPA used in the trial
    allows each nation to request delegation
    independently

    wishing to play this role

Trial Activities
  • Three phases to take approximately six months
  • Phase 1 Registry Infrastructure
  • Phase 2 Registry/Registrar Interface
  • Phase 3 Application Testing
  • Each phase would generate a report of results
    with suggestions for the CC1 ENUM LLC on the
    development of the various RFPs for commercial
    procurement.
  • The activities of the phases are not strictly
    serial and may overlap.
  • Desirable to include DNS security mechanisms
  • Some have yet to be fully implemented and tested
    in commercial applications (e.g., DNS resolvers)

Trial Phase 1 Registry Infrastructure
  • Delegation of CC1 from e164.arpa to Tier 1A
    (Note this activity is not part of US Trial, but
    an overall CC1 activity)
  • Delegation of US NPAs from 1.e164.arpa to Tier
    1B(s)
  • Validate national opt-in/opt-out procedure
  • Delegation of some trial telephone numbers from
    ltnpagt.1.e164.arpa to Tier 2 name servers
  • Load 1 or more NAPTR records for each trial
    telephone number for limited testing

Trial Phase 2 Registry/Registrar Interface
  • Principal activity is to test automated
    Registry/Registrar interface using the Extended
    Provisioning Protocol as well as other
    standardized interfaces
  • Add new registration
  • Transfer existing registration to new Registrar
  • Delete existing registration
  • Add new NAPTR records to existing registration
  • Modify existing registration NAPTR records
  • Delete some NAPTR records from existing
    registration
  • Study various procedures for validation and
    authentication using both external and internal
    sources of information
  • Develop and test ContactInfo infrastructure as a
    replacement for Whois
  • Conduct extended call/service setup and
    completion using ENUM-enabled applications

Trial Phase 3 Application Testing
  • Service providers can validate service
    architectures
  • Conducted on a non-commercial basis
  • Call completion between end-points of different
    service providers should be encouraged

  • Registrars could test automated Registrant

Roles
  • ENUM Tier 1B Registry A Tier 1B Registry is the
    entity responsible for providing ENUM Registry
    services for US telephone numbers in full E.164
    format, including management of pointers to Tier
    2 Provider nameservers. A Tier 1B Registry does
    not handle NAPTR records but points at Tier 2
    Providers where NAPTR records associated with
    E.164 numbers are stored.
  • ENUM Registrar A Registrar is an entity that
    provides registration services to Registrants.
    Registrars also are the operational contact with
    Registrants and they interface between the
    Registrant, the Tier 1B Registry and Tier 2
    Providers. A Registrar may also be a Tier 2
    Provider or may interface with other independent
    Tier 2 Providers.
  • ENUM Tier 2 Name Server Provider A Tier 2
    Provider manages the ENUM fully qualified domain
    name associated with an E.164 number and acts as
    the Registrant's NAPTR records hosting company. A
    Tier 2 Provider maintains the actual NAPTR
    records that contain information for specific
    communication services.
  • Authentication Agency Authentication Agencies
    are responsible for providing information that
    may be used by the Registrar in validating the
    assignment of ENUM end user E.164 numbers. An
    Authentication Agency can be a Telephony Service
    Provider or National Number Plan Administrator or
    any entity capable of providing the registrar
    with the data needed for authentication, such as
    a national hub provider or data clearinghouse.
    National hub providers and data clearinghouses
    have access to multiple data sources from
    telephony service providers and various other
    sources. The role of an Authentication Agency
    will be to provide information that may confirm
    to the Registrar that the Registrant is the
    rightful assignee of the E.164 telephone number
    that they wish to enter into the DNS.

Roles
  • Telecommunications Service Provider The
    Telecommunication Service Provider (TSP) will
    become assignees for the numbering resources
    obtained under an FCC wavier by the LLC per the
    US government Terms and Conditions. As such the
    TSP will be the Blockholder(s) for allocated
    Thousands Blocks (NPA-NXX-Xs) assigned as
    numbering resources for the trial. In conjunction
    with the LLC, TSPs will
  • Apply to the Pooling Administrator for thousands
    blocks
  • Implement the assigned blocks in their network
    providing a point of interface for calls to trial
    numbers from the PSTN
  • Manage trial number assignments from these blocks
    to other trial participants at the direction of
    the LLC and in conformance with the terms of the
    waiver under which the blocks were obtained.
  • Be required to report to the LLC on the status of
    TN assignments to trial participants.
  • Will, at the direction of the LLC, return all
    block assignments to the Pooling Administrator.
  • Note US ENUM trial participants are responsible
    for making arrangements with TSPs to route trial
    numbers to their premises, gateways, or other
    interconnections as required in order to perform
    the trial role(s) they have chosen.
  • Application Service Provider The Application
    Service Provider (ASP) will provide the
    applications directly to the ENUM end users in
    the context of the trial. The role of the ASP is
    to provide applications to the end user. The ASP
    is an entity which runs application servers that
    facilitate operation of the various data
    uploading and maintenance aspects of ENUM and/or
    the query/response/usage side of ENUM NAPTR
    records. For example, fully automated querying of
    a telephone number could be triggered by clicking
    the Send button of an end user device client in
    which the telephone number is entered as the
    address.
  • ENUM Registrant/End-User Although the trial is
    not intended to be open for the general public to
    participate, it is expected that companies that
    may have ENUM-enabled applications can stand in
    for the registrant or end-user.
