A PROJECT BY MERCY MALAYSIA

Background

• In 2004, the Indian Ocean Tsunami struck the
  Maldives
• resulting in over 80 deaths. In addition 30 of
  the
• population of 300,000 were displaced, 25 of the
  200
• inhabited islands were severely damaged and 10
  were
• totally destroyed 14 islands had to be
  evacuated total
• losses were estimated at USD472 million equating
  to 62
• of the GDP.

The role of MERCY Malaysia

• MERCY Malaysia, in support of the Maldives
  Governments
• effort to improve disaster preparedness in the
  island-nation
• and funded by the Malaysian Ministry of Finance,
  is
• Implementing the Community Based Disaster Risk
• Management Programme to
• build a culture of disaster preparedness in
  target communities
• build resilience in target communities
• build the capacity of the local office to conduct
  activities

The Project

• The project began in May 2008 and will run until
  April 2010. The two-
• year project will be developed with the community
  on four islands in
• Haa Alifu and Haa Dhaalu Atolls, the two
  northern-most Atolls of the
• Maldives.
• The project will benefit some 15,000 people on
  the four Islands,
• including 7,635 women and 7,888 are men. The
  final beneficiaries for
• this programme will be the communities living in
  Haa Dhaalu and Haa
• Alifu Atolls, the National Disaster Management
  Centre and the related
• Government departments.

Activities

• The programme aims to engage target communities
  to
• develop Island Disaster Management Plans (IDMP)
  for
• their islands which consist of
• A Risk Reduction Plan
• A Contingency Plan

Creating a Risk Reduction Plan

• Identify Core Group of community members
• Introduce Participatory Risk Assessment tools
• Core Group uses PRA tools to collect analyse
  data
• Core Group develops action plan
• Community consultation on the plan
• Prepare the final Risk Reduction Plan
• Community endorses Risk Reduction Plan

Creating a Contingency Plan

• Form Island Disaster Management Committee
• Form and Train Island Task Force
• Determine roles, responsibilities, coordination
  mechanisms etc
• Prepare Contingency Plan
• Community endorse Contingency Plan
• Apart from that, it also aims to assist the
  community with
• Preparing Atoll Disaster Management Plan
• Conducting a Community Based Disaster Risk
  Reduction project
