3What is a site?
- A site is a geographical area covered by an
operator it is often a city - A site is NOT a country or an operator
4First level criterion site size
- Three categories
- More than 500 000 inhabitants (big cities)
- 100 000 to 500 000 inhabitants (medium size
cities) - 50 000 to 100 000 inhabitants (small towns, or
agglomeration of small rural settlements)
5First level criterion service to be tested
- 2 categories
- Drinking water
- Sanitation
6First level criterion operator type
- 4 categories
- Private international company
- Private national company
- Public utility (national / municipal)
- Other operators
7First level criterion responsible body
- 2 categories
- State
- Local authority
- With real responsibilty (regarding water and
sanitation issues)
8Pre-selection of test sites
- About 30 sites have been pre-selected (15 in
French-speaking countries and 15 in
English-speaking countries) using the first level
criteria - Selection reflects the variety of circumstances
- Selection is representative of the most commonly
observed situations in Africa
9Second level criteria
- Motivation of local stakeholders to test the
standards - Financing sources for the test implementation
phase (e.g. French system of decentralised
cooperation, other funding,)

countries
