EARLY RECOVERY AND TECHNICAL WORKSHOP -
BARISAL16-17 January 2008
  • RECOMMENDATIONS SUMMARY
  • WAY AHEAD
  • (17 January 2008)

2
Generic Recommendations 1
  • Improve coordination at local level to minimise
    duplication and incoherence of programmes
  • Improve trickle-down of technical know-how
  • Establish proper monitoring mechanisms e.g of
    water quality
  • Involve existing Union Watsan Committees in
    operation, maintenance and monitoring
  • Seek active participation of the poor and
disadvantaged giving special emphasis to women,
    children and less-ables
  • Focus on un-served and under-served areas

3
Generic Recommendations 2
  • Hold regular meetings to discuss water and
    sanitation issues at Upazila level
  • Standardise methodologies on actual
    implementation of activities
  • Use SPHERE or GoB minimum standard, whichever is
    the higher
  • NGOs to be proactive in their communications
    with GoB (DPHE)
  • Define Indicators (e.g pit latrines in use, not
    just built)
  • DPHE to monitor quality of private producers of
    rings and slabs

4
Generic Recommendations 3
  • Ensure integration of software and hardware
activities (e.g WPT water treatment with
    outreach)
  • Develop education materials and promote key
    messages through multi-media, including folk
    media
  • Work in line with the national water supply and
    sanitation policy 1998,national sanitation
strategy, pro-poor strategy, PRSP of GoB
  • Ensure integration with other clusters
  • Improve information-sharing within WASH Cluster
  • Ensure active participation of women in user
    groups and committees
  • Follow DPHE water quality protocol

5
Technical Recommendations 1
  • Identify Khas ponds for PSF-based drinking water
  • Improve protection of drinking-water ponds (with
    excavation/re-excavation)
  • Review use of lime in proper doses for improving
    pond water quality
  • Introduce alternative household level water
treatment methods (e.g adapted slow sand
    filtration)
  • Improve dissemination of design standard for
low-cost latrine construction and location in
relation to coastal areas, disability, and access
  • Reduce dependency syndrome by sensitizing
    community-based training for early recovery
  • Letter from DPHE to enhance community
    mobilization process in sector delivery
    approaches

6
Technical Recommendations 2
  • Define standard and cost of WASH-related NFIs by
    DMB
  • Include schools and hospitals in distribution
  • Raise awareness of proper use of WPT in the home
  • Conduct training in standards for chlorination,
    lime alum use
  • Empty drinking water ponds prior to rainy season
  • Enhance water quality testing and sample
    referral, then certification

7
WAY AHEAD 1
  • Strategy
  • Early Recovery Strategy
  • Strategic Operational Framework
  • Coordination
  • Reinforce coordination at Division and District
level in partnership with DPHE (the latter with
    selected NGOs)
  • Information Management
  • Map un-served or under-served areas (most
severely affected, ground water scarce, low NGO
    presence)
  • Distribute maps of arsenic contamination
  • Conduct sample survey assessment in February
  • Conduct impact survey in March-April

8
WAY AHEAD 2
  • Technical
  • Establish ad-hoc Technical Working Groups (TWIGs)
at Division level to harmonise most appropriate
    solutions. e.g
  • Essential WASH-related Non-Food Items
  • Pond Liming
  • Household sand filtration
  • Communications key messages
  • Advocacy
  • Increase GoB allocation for free household
latrine kits to targeted extremely vulnerable
    groups
  • Seek funding for continued mobile water treatment

9
WAY AHEAD 3
  • Training
  • SPHERE training
  • Community-based pond management
  • Capacity-building for DPHE Field Engineers
  • Education
  • Household WPT use
