• Plan could not take place until all 13 states
  ratified it.
• Congress was the main governing body (powerful)
• Congress could not pass laws to raise taxes
• Had to ask states to give them money
• Each state had its own money
• To pass a law, Congress had to get a majority of
  states to agree ( 9 of 13 )
