3Contacts since the last BCM of October 2006
- China, Italy and the European Commission
supported the 1st Asian Carbon Expo, held in
Beijing on 26-27 October 2006. In addition, nine
other EU Member States also presented and
exhibited at the Expo. - China, Sweden, UK and the European Commission
organised (together with Norway) the first
Low-Carbon Economy Seminar under the auspices of
the China Council for International Cooperation
on Environment and Development in Beijing on
23-24 April 2007. - The UK and China launched a project examining the
interdependence between the EU and China in the
fields of energy, economy and climate change at a
seminar in Beijing on 17 May 2007. - Bilateral consultations took place during the
COP/MOP 2 climate change meeting in Nairobi in
November 2007 and during the UNFCCC Subsidiary
Bodies meeting in Bonn, May 2007. - Plus various bilateral visits and multilateral
activities (eg ASEM Env Mins) supporting the
Partnership aims
4Priority areas two success stories
- CDM capacity building and project development at
provincial levels in China - 2.8m CDM Facilitation Project launched in April
2007, (2.4m of funding from EC) - Largest European-funded project addressing
CDM-related activities. - Partners are the Swedish Environmental Research
Institute, SEPA's Policy Research Centre, TÜV
Rheinland (Germany) and Development Solutions
(China). - Project objectives
- to strengthen the capacity of Chinas Designated
National Authority (DNA), the National CDM
Service Centre, and Chinese Designated
Operational Entities (DOEs) - to introduce European and international standards
in Quality Management of the CDM development
process, and - to increase awareness of CDM opportunities in
China. - Also Danish CDM Facility in China, launched in
July 2005. The Facility will offer a combination
of financial support for the writing of the PDD
and technical support. - NZEC to be presented separately

- Research
- Chinese researchers already active in previous
Framework Programmes - New FP7 offers more opportunities for
international collaboration - Plans for expert seminar on climate change and
energy research and research needs in November
(as part of China-Europe Science and Technology
Year - CESTY) - Assessment of sectoral impacts
- Ongoing work by various MS (UK, A, F, DE, RO, ES)
new activities should not duplicate this.
DE-China scientists event today in Beijing on
floods droughts. - Plans for studies in biodiversity and water
sectors (latter tbc with Ministry of Water
Resources) - What other sectors? Health? Tourism? Insurance?

visit, eg cooperation on EE in built sector - Technology cooperation in 3 priority areas
- Much cooperation on-going, November seminar could
identify other opportunities

Nov 2007 - Internships in DG ENV, eg monitoring and
reporting, CCS - Joint meeting of CC advisors (President Barrosos
group with the Chinese expert panel) - Outreach to business, eg EU-China Business Summit
focus on EE - Energy efficiency in buildings event (discussions
ongoing) - German proposal for workshop on renewable
energies and CDM, including energy efficiency in

- Justification
- Proposed by the Commission in its energy package
of 10 January - Assisting China in tackling concerns about
climate change and energy is a priority of the EC
China Country Strategy Paper 2007-2013.
- Objective Increase the EU-China cooperation in
the field of energy and climate change policies
and technologies in order to - help China access clean energy policies and
technologies (in line with the objectives of the
11th Five Year Plan and the CNCCP) - help China develop strategies for the development
of a low-carbon economy in the context of the
future UN climate change regime and sustainable
development goals - help China build an appropriate policy framework,
incentives and training so that the technology
shift is sustainable.

14How could it work?
- Launch of a call for proposals
- A Sino-European consortium will lead the Centre
and will implement the successful proposal - It will be awarded a grant of 2M/Year for 5
years from the EU budget - Chinese authorities and Member States will be
invited to contribute (funding, venue, experts) - After 5 years, funding essentially autonomous
- European Commission and Chinese officials will be
part of the steering committee.
