Materiel-only solutions are operationally
insufficient, and costly -- delivery of holistic
DOTMLPF C2 capabilities requires a disciplined
change process across the requirements,
acquisition and programmatics communities . . .

Terms of Reference
  • Warfighter Active Duty Military, Reserve or
    National Guard directly and/or recently
    engaged/involved in supporting Joint operations
    with pertinent functionalities
  • Focuses on validation of military
    utility/capability enhancement and decision on
    acceptance
  • Has current or recent experience as part of a
    Joint Force at the JTF HQ level plus or minus one
    (CCDR Staff to JTF Component)
  • Warfighter Representative Member of Title 10 and
    Joint organizations focused on C2 capabilities
    development, T E and assessments, or monitoring
    of associated activities within boundaries of
    NECC
  • Warfighter Surrogate Individual with appropriate
    experience in Combatant Commander, JTF, and/or
    Joint Functional Component C2 functions who could
    substitute for Warfighter in circumstances where
    actual Warfighter participation would be
    beneficial, but not required
  • Warfighter Engagement A structured process that
    facilitates the participation of the right
    Warfighters at the right time and for the right
    reason from the CCDRs and the Services through
    all phases of the JCCD process

Virtual Engagement Team (VET) Approach
  • Approved by J88 Incremental approach toward the
    Virtual Engagement Team as the objective end
    state
  • Involves the identification of selected WFs from
    multiple locations and activities over a given
    period of time for participation in test and
    evaluation activities
  • Participating WFs are selectively aligned to
    aspects of the NECC process CDP Development
    schedule, MCPs, or other operational grouping
    (JTF structure)
  • VET is managed by JCCD and sourced from CCDRs,
    Components, Services, and identified operational
    user groups/sponsor/COIs
  • Standing team allows for flexibility which
    significantly mitigates negative sourcing
    implications for short request-to-delivery
    timelines
